Study On Xinxiangxian In The Perspective Of Rural Revitalization

In October 2017,the report of the 19 th National Congress of the Communist Party proposed the strategy of rural revitalization.To achieve rural revitalization,we cannot do without the rural governance system,innovating management methods,and realizing national rejuvenation.The 2018 Central Document No.1 clarified the implementation of the strategy for rural revitalization.Obviously,rural revitalization requires both investment of resources and funds,and it also needs to fully play the role of people.Driven by a series of policies and funds,we will break free from the plight of rural human resources and financial resources and other unidirectional flows to the city,and guide more scarce resources such as talents,technologies,and enterprises to the rural areas to realize the modernization of rural resources.In the past,Xiangxian,also known as squire,refers to a person who was born and raised locally,who is cultured,has a special contribution to local development,has outstanding ability,is convincing,and is fair and just.Currently entering the 21 st century,China has entered a new era of socialism,and some changes have taken place in the Xinxiangxian group.The author believes that Xinxiang Xian refers to the virtue and ability that has a certain amount of wealth,knowledge,morality,sentiment,and ability to affect the rural political,economic,and social ecology and is willing to contribute to it in the context of the new era of socialism with Chinese characteristics.Taxi.Such as retired government officials who have returned to their hometowns,sages and philanthropists who cultivated their native land,highly respected grassroots cadres,well-regarded model figures,industry elites who fed back to Sangzi,university students studying abroad,retired soldiers who start businesses at home,village committee "directors,members","Village council members",small entrepreneurs who set up factories in rural areas,retired officials,teachers,outstanding immigrants who settle or live in the local area,and all other advanced models who are willing to make suggestions and contribute money to the development and construction of their hometowns.Nothing is more scarce in the 21 st century than talents.People-oriented,strengthen the support of talents in the countryside,put talent training in the first place,and cultivate a large number of sages in the new era.We advocate the development of Xiangxian culture in the past,that is,to inherit the excellent traditional culture of China for 5,000 years,combine with the current national conditions and present conditions,and contribute wisdom in order to better pursue high-quality development.The "Xinxiangxian" group,as a group of objective existence that cannot be ignored in China's grassroots,is an important force that must be relied on,firmly grasped,and carefully guided in the grassroots rural governance in China,and has unpredictable energy for the realization of rural revitalization.So how to bear in mind wisdom,continue tradition,learn from each other's strengths and let "Xinxiangxian" participate in modern rural governance,play an active role,and contribute valuable power are important issues facing us today,and also the focus of the author's research.This article starts from the documents related to agriculture,rural areas and farmers of the CPC Central Committee in the past years,deeply understands the content of the 19 th National Congress of the Communist Party of China and the important documents of the central government on the content of rural revitalization.Xiangxian participated in grass-roots governance,using a combination of theoretical analysis and case analysis,referring to a large number of literatures,and taking Jiaotan Town of Fuliang County as an example to analyze the active role of "Xinxiangxian" in rural governance.Not only clarified the basic concepts of Xiangxian,"Xinxiangxian",and rural governance,but also analyzed the impact of urbanization on rural governance under industrial civilization and the current status of rural development lagging behind the changes brought about by modern education and traditional education;Profoundly elaborated the process of our country's Xiangxian's participation in rural governance from ancient times to the current government to establish correct values,and the functions of Xiangxian representatives in different periods The rights and obligations that should be fulfilled in governance,including how to nurture and guide "Xinxiangxian" to give full play to promoting rural social development,improving the living standards of farmers,and maintaining national grass-roots stability,thereby further promoting rural construction;finally,the current stage "Xinxiangxian" can expound on the specific five aspects of rural revitalization,and gives examples on how to guide "Xinxiangxian" to exert its power,and puts forward relevant thinking.
