Xinxiangxian Participated In The Research On Collaborative Governance Of Rural Revitalization

Since the implementation of reform and opening up,the development of mechanized production has promoted the adjustment of agricultural structure.Farmers have been liberated from the land,and a large number of rural surplus labor force has flooded into the cities,which has brought many new challenges to the grass-roots society whose traditional governance model is gradually disintegrating."The key to a well-off society lies in the villagers".Until the problems of agriculture,rural areas and farmers are solved,the achievements in the battle against poverty cannot be consolidated,and the strategic plan for completing the building of a moderately prosperous society in all respects and realizing the Chinese dream of national rejuvenation will be out of the question.Since 2004,the CPC Central Committee document No.1 has been focusing on agriculture,rural areas and farmers for 18 consecutive years,and adhering to the priority development of agriculture and rural areas has become the focus of the whole Party's work.In 2017,the report of the 19 th National Congress of the Communist Party of China put forward the "implementation of Rural Revitalization Strategy" for the first time,trying to cultivate a working team with the feelings of "agriculture,rural areas and farmers" in the framework of self-governance,rule of law and rule of virtue.At this time,how to attract more talents to feed the countryside,a large number of resources are rushing in the countryside,how to coordinate the interests of multiple subjects,and how to participate in the practice of rural governance have been widely discussed in the academic circles.With a certain historical basis,the "new rural talents" return to the rural stage.Relying on their personal morality,ability and reputation,they became a powerful assistant to strengthen the rule of virtue in rural areas,and also an important subject to participate in the whole process of rural poverty alleviation,construction,development and revitalization.A series of explorations related to the collaborative governance of new rural talents have been highly praised by scholars.Therefore,based on the theory of collaborative governance,exploring a path for new rural talents to participate in Rural Revitalization is not only the practical need of attracting talents to go to the countryside and realizing the overall rural revitalization,but also a long-term consideration to give full play to the special advantages of rural talents and cultivate civilized local style.From the perspective of "collaborative governance",this paper combs the theoretical background and empirical research status of the subject of "new rural talents" respectively,and attempts to explore the common problems,reasons and path selection of new rural talents participating in the collaborative governance of rural revitalization.The full text includes seven parts,including introduction and conclusion.In the introduction,the reasons,significance,research ideas and research methods of the topic selection are briefly explained.According to the different development stages and research contents,the research results of domestic and foreign scholars on collaborative governance,rural governance,new rural talents' participation in rural revitalization are comprehensively sorted out,and the shortcomings in the research are objectively pointed out.The summary of the literature has become a highlight of this paper.The main body consists of five chapters.Firstly,this paper defines the basic concepts of "rural talents ","new rural talents" and "rural revitalization",and puts forward my own understanding of the concept of "new rural talents" by sorting out similar views.At the same time,the paper analyzes the theory of collaborative governance and its compliance with this study.It summarizes the basic situation of this research in China from the historical changes of the role of the rural talents and the interpretation of the current policy documents and policy measures.It is found that at present,the participation of new rural talents in rural revitalization presents heavy industrial revitalization and light cultural revitalization;emphasis on the introduction of villagers and light on the integration of villagers;emphasize the main body participation,light the main body cooperation and so on.Then,this paper selects T Town of Z City,Shandong Province,which is deeply influenced by Confucian culture,as an empirical study case.T Town actively responded to the call of the state,basically formed a model of collaborative governance of rural areas by multiple subjects such as town government,township council,villagers' committee and social organizations.It has achieved certain results in the construction of the rule of law,the cooperation between the government and the enterprise,the coordination of the rural and the participation of the villagers,and has become a demonstration area for the construction of new rural talents in Z City.However,through field interviews,it is found that in T Town and other areas of China,due to the contradictions between the new rural talents and various subjects,the deep-rooted traditional rural governance ideas,the lag of collaborative governance legal system and the imperfect related mechanism,the new rural talents generally lead to the problems of single governance subject,weak collaborative consciousness,unbalanced resource allocation and governance deviation from the goal in the process of participation and integration into the countryside.In order to explore the collaborative governance path of new rural talents participating in rural revitalization,and realize the benign competition and win-win cooperation of multiple subjects,the paper finally provides reference from three perspectives.At the level of building governance structure,clarify the status of the party and government,rural talents' organizations,villagers' organizations and social organizations in rural revitalization,and standardize governance responsibilities;at the level of gathering cultural consensus,we should pay attention to improving villagers' moral and cultural conservation,carry out cultural propaganda close to rural reality,and wake up "neighborhood friendship" by reconstructing collective cultural memory;at the level of improving safeguard measures,we should actively strive for policy support for the return of rural talents,build a rural governance information sharing platform,and timely follow-up of supporting systems such as assessment and incentive has become an external force to stimulate talents to return home.To sum up,this paper combines the collaborative governance theory with the participation of new rural talents for systematic analysis,which makes up for the lack of fragmentation and fragmentation in the current research.It not only pays attention to the hard measures such as governance structure,platform building and system follow-up,but also takes into account the matching of soft measures such as policy support,moral education and cultural consensus,so as to attract talents to the countryside,into the countryside,rural construction to provide the possibility.It is believed that with the continuous maturity and development of the collaborative governance path of new rural talents participating in rural revitalization,more and more aspiring young people who love their hometown and have the feelings of "agriculture,rural areas and farmers" will return to their hometown and contribute their youth to the implementation of the Rural Revitalization Strategy.
