Using a salary incentive system to improve the efficiency of the public sector is an important part of the Mongolian government ’s agenda for modernizing public services.Mongolian civil servants are professional organizations that provide services to the people on behalf of Mongolia."Civil servants" refer to employees who receive state compensation for providing public office and performing their duties,and provide them with working conditions and guarantees.Therefore,the productivity of Mongolian civil servants is a key factor in the efficiency of public administration.It can also be said that the performance of civil servants also depends on the attitude and control of public administration.Therefore,the working attitude of Mongolian civil servants is an important factor.If the working attitude of Mongolian civil servants is negative,not progressive,and unfair,it is unfair.The government should understand the civil servants ’own requirements to the greatest extent,and formulate incentive and encouragement policies based on the actual needs of civil servants,so that they can take a positive attitude towards their work,and then proceed to improve work efficiency,and finally achieve the goals of public organizations.One of the main reasons why Mongolian civil servants are dissatisfied with their work is insufficient salary incentives,so solving the civil servant salary incentive policy is one of the major problems to be solved in Mongolia.This shows that salary incentives play an extremely important role in the process of human resource management.Remuneration incentives in Mongolia are an important part of the construction of a civil service incentive system.The establishment of a scientific salary incentive system is the basis for the creative and enthusiastic work of civil servants.Implementing a scientific and effective civil service pay incentive system can improve the loyalty,creativity and motivation of Mongolian civil servants.This will also improve the efficiency and quality of Mongolian civil servants.It is a key driving force for improving civil service levels,product quality and skills.The Mongolian civil service pay incentive system is not only one of the main methodsof human resource management,but also one of the most effective incentive measures generally implemented by government agencies.The salary of Mongolian civil servants is the main source of their income.As a comparison,the wage level of Mongolian civil servants is determined by the Central Government and the Central Government.The basic salary of senior civil servants is generally around 950,000 Tugrik(about 2,400 yuan),but the basic salary of serving civil servants is 420,000 Tug.The difference between the maximum and minimum wages is relatively large,2.3 times.This article takes Sukhbaatar District,Ulaanbaatar City,Mongolia’s largest city as an example,to analyze the current situation of the construction of a salary incentive system for Mongolian civil servants,analyze the reasons,and find out the existing problems..The construction of salary incentive system puts forward suggestions and countermeasures to improve the construction of salary incentive system.
