| As the main force of the current domestic public security team,the grass-roots young police are the security guards to ensure the long-term stability of the country,maintain the stability of social order,and create a happy life for the people.They bear the arduous social mission and the expectation of the times.They are an essential part of the reform and development of the public security cause and are increasingly attracting the general attention of the society.However,due to the social transformation and development in China,the social contradictions in various aspects are increasingly prominent,and the social development environment is more complex,which increases the difficulty of social management at the grass-roots level.The workload of the grass-roots police is increasing,and "five plus two,white plus black" has become the basic normal of their profession.Under the long-term work pressure,some young police will inevitably breed burnout,and the problem of resignation is becoming increasingly serious,and it is mainly concentrated in the Grass-roots Youth police,which restricts the stable development of the excellent youth in the public security team,and is not conducive to the enhancement of the overall combat effectiveness of the public security team.It is based on the needs of arousing the fighting passion of the domestic police,paying attention to the basic development needs of the grass-roots police,strengthening the incentive management of the police force,and strengthening the professional identity of the grass-roots police.This paper chooses the Grass-roots Youth police of Xi’an Economic and Technological Development Branch as the research object,first of all,systematically introduces the relevant background,main purpose and significance of the research,Combing the relevant research of the current domestic and foreign police incentive issues,and effectively defining the main concepts and related theories involved in the paper research,in order to lay the theoretical foundation of the paper research;secondly,investigating and analyzing the current situation and problems of the Grass-roots Youth police incentive of Xi’an Economic Development Branch,and clarifying the main incentive of the Grass-roots Youth police of Xi’an Economic Development Branch at this stage In order to achieve the current situation,the author makes a specific investigation on the incentive problems from three aspects: incentive demand,incentive implementation status and incentive satisfaction,and finds that there are mainly three development problems: unreasonable salary,imperfect assessment mechanism and unsmooth career promotion channels.Taking the United States and the United Kingdom as the representatives,this paper systematically introduces the police incentive experience of foreign developed countries,and systematically expounds the experience of Hong Kong and Tianjin,which are relatively sound in domestic development,so as to provide effective reference for the improvement of the Grass-roots Youth police incentive of Xi’an Economic Development Branch.Finally,on the basis of the field investigation of the actual situation of the economic development branch,we can draw lessons from China reasonably Based on the advanced experience of police incentive in relevant countries and regions,this paper proposes that the young police in Xi’an Economic and technological development branch should be effectively encouraged from four aspects: improving the level of salary and welfare security,improving the incentive mechanism of assessment,unblocking the channels of career promotion,and improving the mechanism of career security,so as to improve the combat effectiveness of the whole public security team. |
