The amount of information that people have has achieved a qualitative leap in a short time due to the wide application of big data technology.The scale of "massive" data information makes it impossible for any organization or individual to grasp all the data information,but data information has become the country’s core competitive resources,but it also makes it far from enough that the protection of information resources is limited to the scope of private law.Although cyberspace is virtual,the information and data stored in the network is crucial to the development of the country.However,our country has not yet clearly granted sovereignty status to information resources in law,let alone a systematic legal system to provide direct protection.From a global perspective,the degree is uneven,and there is no uniform standard and boundary.This article will start with the impact of the big data era on national sovereignty,clarify the concept and content of information sovereignty,sort out the safeguard measures of other countries or international organizations for national information sovereignty,analyze the challenges and problems my country faces in the protection of national information sovereignty,and Propose targeted solutions.The first part of this article,in the era of big data,,will first discuss the backdrop and important meaning of research on information sovereignty,at the same time,sort out domestic and foreign research results on national information sovereignty,and list research methods and innovations.The second part of this article will first give a clear definition of the era of big data,analyze the impact on national sovereignty when the era of big data arrive,and clarify the concept,nature and content of national information sovereignty.The third part of this article will sort out the safeguard measures of other international law subjects for information sovereignty.Including the United States,the European Union,Russia and Japan.The United States mainly understands its legislative history and a series of characteristics filled out in the process.As an international organization that transcends countries,the EU has its particularities.It will focus on understanding the EU’s experience in regulating cross-border information in order to be in the world.Provide experience in strengthening cooperation in the protection of national information sovereignty.Russia and Japan mainly understand their legislative history.Finally,the practice of extraterritorial international law subjects gives us a summary.The main content of the fourth part of this article is tn the current stage of development and in the international environment,my country’s challenges and problems in safeguarding national information sovereignty include the management and control problems brought about by the technical characteristics of big data,and some information powers are forced to pursue information hegemonism.put one’s oar in,and the lack of international cooperation in the legal protection of information sovereignty;the problems mainly include the imperfect legal system of my country’s information sovereignty protection,defects in specific content,and the protection of national information sovereignty There is a certain conflict with maintaining personal power.The fifth part of this article proposes solutions to the challenges and problems in the fourth part.Including the development of the information industry and strengthening the research of core technologies to improve the ability to control data;constructing a "net theory" to deal with hegemonic state officials;proposing a series of specific measures to strengthen international cooperation in the protection of information sovereignty;improving the specific content of relevant laws at all levels,Clarify the boundaries between safeguarding individual rights and safeguarding national sovereignty,and building a complete legal system.
