Impact On National Sovereignty By The Development Of Information Network Technology

With the rapid development of information network technology and its wide application in social life, national sovereignty has suffered unprecedented impingement. In face of this kind of impingement and impact, new doctrines neglecting the national sovereignty have aroused in theoretical circle. In response to the dilemma the national sovereignty faces, the article tries to provide a dialectic analysis of the impingement and challenge on the national sovereignty. On the basis of that, the article gives a new thought on the sovereignty's connotation, principles and its maintenance.On the basis of researching the articles and books in this field, the author conducts a theoretical analysis by means of historic materialism, dialectic materialism, induction and logic deduction.At the beginning of the article, the author briefly introduces the backgrounds and development of information network technology in addition to the evolution of national sovereignty theory, then analyzes the development and application of information network technology weaken the national sovereignty, challenge its actor the government, which leads to the challenges towards political, economic and cultural sovereignty of the nations on the one hand, and broadens the dimensions of national sovereignty on the other hand. But the impact of information network technology on national sovereignty differs from developed countries and developing ones.To counter the challenge, the author draws her conclusion that national sovereignty is not finished, putting forward the new conception of 'information sovereignty', providing new thoughts on China's countermeasures against challenges of information and network. In order to maintain the national sovereignty in a new era, China should quicken the development of information network industry, and network economy, paying more attention to electronic reform and improving the government's network ruling capability, promoting the cultural construction of network and establishing on-line moral education arena, consummating the law of the network to maintain the national security.
