| In the context of the modernization of the national governance system and governance capabilities,the government is no longer the only provider of public services.The party and the government clearly see the complexity of social governance,and strive to stimulate social vitality and guide during the accelerated social transformation period.Social forces participate in social governance.Charitable organizations are an important social force and must give full play to their role in coordinating social issues.Public crisis management is the focus of social governance at this stage.How to give play to the synergy of charity organizations in the governance of public crises? What are the advantages and limitations of its collaborative participation in governance? How to better improve the level and effectiveness of charitable organizations’ collaborative participation in governance?Need to arouse widespread concern and resolve.Based on combing the existing theories of public crisis,collaborative governance and charity organizations,this paper clarifies the related concepts involved in the article,shows the research perspective and position,and analyzes the current advantages and advantages of charitable organizations participating in public crisis governance from a macro perspective.Taking the content of the Zhejiang Provincial Charity Federation,which has the dual nature of both social assistance and industry organization,in the fight against the epidemic as a case,the work process is divided into three stages: an outbreak period,a response period and a reprieve period,and separately elaborated on the collaborative participation in each stage.Different performances and working mechanisms portray a coordinated anti-epidemic map of multiple subjects.At the same time,the enlightenment from the case analysis,points out the value and shortcomings of charitable organizations’ collaborative participation from micro-cases,and then points out the current problems faced by charitable organizations in my country’s collaborative participation in public crisis governance,and then from three macro levels of policy,charity industry and charity organizations,analyzing the causes of the problem,and finally propose ways to promote charitable organizations to participate in public crisis governance from the two dimensions of improving the external support system and strengthening organization construction. |
