Research On The Improvement Of Public Opinion Emergency Handling Capacity Of Grassroots Governments In Public Health Events

In recent years,the government has been paying more and more attention to public opinion.As the grass-roots governing body of the party and the country,improving its ability to handle public opinion in public crisis events is the key to enriching the grass-roots government governance system.The construction of the governance system is also an important starting point for the modernization of the government governance system.Under the background of the normalization of new crown pneumonia epidemic prevention and control,exploring how to improve the public opinion emergency response ability of grassroots governments in public health events is important for preventing and resolving public opinion crises when public crisis events occur,and maintaining social stability and development.realistic meaning.This paper uses the literature research method to study the development law and characteristics of public opinion in public health events,as well as the management and control methods of the grass-roots government at this stage,and takes the 4R crisis management theory as the main theoretical framework to put forward countermeasures and suggestions for improving the ability of grass-roots governments to handle public opinion;The new crown pneumonia epidemic is the overall research background,and the case analysis method is used to compare and analyze the development law and characteristics of public opinion in public health events and the new crown pneumonia epidemic.Research,find out the common and characteristic problems existing in the grassroots government in the process of public opinion disposal from the cases,and summarize the reasons for the problems;The problems existing in the management and control of public opinion are listed and people’s suggestions for the government on the disposal of public opinion are obtained.Through sorting and analysis,the countermeasures and suggestions to improve the ability of grassroots government to handle public opinion are finally put forward.Through the questionnaire results and case analysis,combined with the 4R crisis management theory,the research found that the government’s public opinion management during the COVID-19 epidemic was strong on the whole,and made good results in the unified command of the establishment of a multi-governance system.The analysis shows that there are some problems in the public opinion crisis awareness,early warning mechanism,control ability and crisis recovery ability of the grassroots government in the process of handling public opinion at the present stage,and there are still deficiencies in personnel system construction,public opinion early warning disposal mechanism,pluralistic co-governance effect,information disclosure quality and diversified channels.Based on the 4R crisis management theory and combined with the collaborative governance theory,the author starts from four dimensions of improving the grass-roots government’s capacity to reduce damage,optimize the capacity to handle preparatory risks,enhance the capacity to deal with crisis and improve the capacity to recover from crisis in the process of handling public opinion.It is suggested that the grassroots government should improve its public opinion disposal ability from individual and institutional perspectives in the process of public opinion disposal.The improvement of public opinion handling capacity not only provides help for the current online public opinion management of the COVID-19 epidemic,but also provides reference for the public opinion handling of major public health emergencies in the future.It also provides new ideas for improving the online public opinion disposal system and strong support for improving the grassroots government public opinion disposal capacity.
