Research On Shenyang Tiexi District Public Legalservicesystem Existing Problems And Countermeasures

At present,China’s public legal service system has entered the stage of comprehensive practice and continuous optimization.The service forms are constantly updated and new experience is accumulating.The satisfaction and experience of public legal service to the people are also constantly improving,creating a new situation.However,in the current situation,the public’s rising demand for legal services and the insufficient and unbalanced supply of the public legal service system are the prominent contradictions.In recent years,based on the development of the times,Shenyang attaches great importance to public legal services,and constantly promotes the construction of service system.Following the guidance of the spirit of the 18 th National Congress of the Communist Party of China,Shenyang issued the implementation suggestions of the general office of the Municipal People’s Government on the implementation of public legal service system,centering on the main line of ruling the country by law,based on serving the people’s livelihood and protecting civil rights In the aspects of network improvement,resource integration,energy efficiency improvement,field expansion and continuous improvement,the construction of a powerful and long-term public legal service system led by the government has been promoted in combination with the construction of "rule of law Shenyang" and "safe Shenyang".Based on this premise,Tiexi District also launched a series of work around the construction of public legal service system,and achieved certain success.However,there are still some deficiencies in the construction of Tiexi District’s public legal service system.The research has done the corresponding questionnaire survey,and analyzed that the problems originate from five aspects: insufficient personnel and institutions of Tiexi District’s public legal service,low satisfaction,lagging service platform construction,less public legal service products,and imperfect evaluation system.The reasons behind this lie in the lack of enthusiasm and initiative of relevant departments and personnel,large funding gap,inadequate assessment and evaluation,and insufficient incentive.If these problems can not be solved timely and effectively,it will greatly delay the construction of Tiexi District and even affect the overall public legal service system of Shenyang.Focusing on new problems,new challenges and new opportunities,and based on the new historical starting line,how to push the public legal service system to a higher level and improve it is obviously the primary work of the judicial administrative organs at all levels in Tiexi District and many cadres active in the forefront of judicial administration.Based on this,it is necessary to study the construction of the public legal service system in Tiexi District,so this topic has carried out research and discussion,in order to promote the improvement of the construction of the public legal system in Tiexi District.Based on the experience of public legal service system construction in Shanghai,Guangzhou and Hangzhou,this paper puts forward five suggestions to improve Tiexi District’s public legal service personnel system,improve the satisfaction of public legal service,improve the service system platform construction,enrich public legal service products and set up scientific public legal service performance evaluation system.
