| As an important basic subject of police work,grassroots police organs are the front-line combat entities to fulfill the police duties of the new era and achieve the goal of creating a safe and stable political and social environment.However,the problem of insufficient police resource at the grassroots level has restricted the further improvement of their policing effectiveness,coupled with the fact that police organs have limited means to evaluate the efficiency of police resource allocation at the grassroots level,making it difficult to form effective evaluations.Therefore,their ability to check the current situation of efficiency needs to be enhanced.In this regard,it is necessary to conduct research on the efficiency of police resource allocation in grassroots police organs,introduce scientific efficiency evaluation tools,as well as explore the efficiency phenomena and laws related to it.Meanwhile,it proposes implementation paths for improving the allocation efficiency,which is of great significance for broadening the ideas of optimizing the allocation of police resource at the grassroots level,improving the level of grassroots policing,giving full play to the basic role of the grassroots,so as to ultimately realize the modernization of grassroots police governance.This study is divided into six parts.In the first part,the main idea and content are explained,including the background of the study,the purpose,and significance of the study,the current situation of domestic and foreign research,the research contents,and the research methods.In the second part,the core concepts,“grassroots police organs” and “police resource allocation”,are defined,and the relevant theoretical bases are explained.In the third part,the basic principles of the three-stage DEA-Malmquist model are introduced and the process of its use is clarified in the context of the study.In the fourth part,the evaluation indexes of police resource allocation efficiency of grassroots police organs are determined,and 15 local police stations under the Police Bureau of District A are used for the efficiency measurement analysis.In the fifth part,based on the process and results of the efficiency analysis,the implementation paths for improving the efficiency of police resources allocation in grassroots police organs are derived by combining the theory and practice of police management.In the sixth part,the research process and results are summarized,and the future outlook is provided.A comprehensive evaluation of police resource allocation efficiency led to the following empirical analysis results in this study:(a)The police resource allocation among police stations is prone to scale inefficiency,with high overall pure technical efficiency and little gaps.(b)Environmental factors can affect the efficiency of police resource allocation and widen the gap in efficiency values.(c)The technical change of police stations is mainly influenced by police policies.(d)Compared with scale efficiency,it is more difficult to achieve progress in pure technical efficiency of police stations.(e)Total factor productivity growth of police stations is mainly driven by technical change.(f)The longitudinal indexes of urban police stations are more sensitive to environmental impacts.According to the above research results and the real situation of grassroots police organs,this study further proposes the following implementation paths to better assist the practical application of the model and improve the allocation efficiency of police resource in grassroots police organs: At the conceptual level,it should establish and strengthen the concept of scientific efficiency and technological innovation.At the input level,it should identify the scale and structure of police resource allocation reasonably,improve the quality and motivation of police human resource,as well as perfect the guarantee and supervision mechanism of police funds.At the management level,it should improve the evaluation system of the efficiency of police resource allocation and exert the optimization effect of police policies on police resource allocation. |
