The Research On Performance Evaluation Of Police Organs

This paper sums up the theoretical current situation of the performance evaluation from the public security organs at home and abroad through the background of the public security organs performance evaluation research. It offers the detailed account of current situation of the performance evaluation of China's public security organs and an in-depth analysis of the problems existing in the standard and the method of the achievement assessment of public security organs. It sets up a set of index system of performance evaluation that contains the element of influence, the element of vocational work and the element of security. Guided by the idea of scientific development and based on the theory of the performance evaluation of the public security organs, it draws the advanced experience of the performance evaluation from the government departments at home and abroad and combines our country's specifically national condition, which sets off from the public security organs entirely. Meanwhile, it has been put forward that the method to assess the achievement and the effect of the police organs through measuring and calculating the four-dimensional degree of contribution, progress, concordant development and satisfaction should be used.As the applied research of the performance evaluation of the public security organs, the significance of this study lies in the following two main aspects:First, through the improvement of the performance evaluation system, it makes the evaluation index of the achievement and the effect function well like a guide, brings the various institutions of management into effect and stimulates enthusiasm for the work of civilian police, so as to continuously improve the performance of public security organs, and serve social and economic development much better.Second, via innovation of the method to assess the performance and the effect, it reduces the negative influence of the performance evaluation to the greatest extent, and brings out a new way of thinking for the performance evaluation study of the public security organs. Based on the analysis of the traditional method of performance evaluation, the essay brings in four dimensional degrees, namely contribution, progress, concordant development, and satisfaction, and comes up with a comprehensive evaluation method of calculating the index of those mentioned above to ensure the rank of performance evaluation. The method provides a new way of thinking for performance assessment studies of the public security organs.
