With the continuous improvement of the scientific management level of the public security department in China,performance appraisal,as an effective scientific management tool,has been attached great importance by the public security department.A perfect performance appraisal system is one of the important scientific methods to promote sustainable development of the public security work,is the important ways to promote the construction of the mechanism of police team management,the work of public security department performance can directly reflect its social service ability and quality.In recent years,China's public security organs have made unremitting explorations on the performance assessment of grassroots civil police,and achieved fruitful theoretical and practical research results.However,we need to see that in recent years,the problem of the work assessment of China,s grassroots civil police has become increasingly prominent Among them,the appraisal target is not only vague,the appraisal method is old.At the same time,the more prominent problem is the solidification and obsolescence of the assessment system and mechanism,which directly leads to the unobjectivity,fairness and authenticity of the assessment results.The above problems have attracted wide attention in academic and practical circles.Therefore,through continuous optimization and improvement of the performance evaluation system of the grassroots civil police,the incentive mechanism of the organization can be strengthened and the endogenous power of the active involvement of the civil police can be greatly stimulated.So that it can better carry out grass-roots public security work.So as to improve the overall work performance of the public security department.Therefore,the construction system is complete.The performance evaluation index system of grassroots public security civilian police is the current and future period.Improve China's public security department.The key problem of modernization level of scientific governance system and governance capability.This article was based on the reality of consideration,first of all,analyses the connotation and denotation of performance appraisal,comb in depth,on the basis of relevant research literature at home and abroad,it is concluded that the current problems in this field of research and shortage.It also provides theoretical support for the subsequent research of this paper.Secondly,based on marxist theoretical analysis method,a district public security bureau in huizhou basic performance of evaluation objectives,evaluation principles,evaluation content,evaluation method and analyzed problems such as system.Huizhou,and on this basis,found that the current grass-roots public security bureau police performance evaluation index system in a given area of the main problems:including the index system of building system,appraisal main body is relatively single,progress is slow,the transformation of the police functions generation mechanism is not reasonable index system,index system to ignore its own organization construction,etc.The key causes of these problems are systematically sorted out.Therefore,it is necessary and urgent to establish and perfect the performance appraisal system of grassroots civil police in a district public security bureau of huizhou.Finally,on this basis,using the analytic hierarchy process(ahp)to the system optimization of huizhou district to grass-roots police performance evaluation,performance level,daily attendance level and executing clean level of job performance.Constructed accordingly strengthen the subject service quality evaluation,improve the institutionalization of assessment activities,the introduction of diversified evaluation subject and improve the performance evaluation of information security management system as the core implementation strategy.Through the system research,this paper aims to construct conforms to huizhou grass-roots public security bureau police performance evaluation index system in a given area,and then continue to enhance the capacity of grassroots police team construction in our country quality,improve the scientific management level,for the system to enhance the public security system in our country social management ability and the social management system to provide effective support.
