Research On Optimization Of Administrative Examination And Approval Process In Shenyang Under The Background Of "Release,Administration And Service"

The improvement of the level of government governance is the key to realize the modernization of national governance.To improve the level of government governance,an important breakthrough lies in the reform of administrative approval process.As the basis and breakthrough of the reform of "release,management and service",the reform of administrative examination and approval process should change the past one-sided optimization of "treating the head with headache,treating the foot with pain",take improving service efficiency as the goal,and pay attention to the systematicness and coordination of process optimization.Under the background of national comprehensive promotion of "decentralization,management and service" reform,Shenyang municipal government has carried out another round of examination and approval process reform,with streamlining the examination and approval projects,promoting the administrative examination and approval power,and innovating the examination and approval methods as the traction,the examination and approval process has been improved again,and the supporting supervision methods have also been innovated.Through many reform measures,the administrative examination and approval efficiency of Shenyang municipal government at all levels has been greatly improved.However,there are still problems in the approval process of governments at all levels in Shenyang,such as lack of linkage,disconnection of process,uncoordinated management and inadequate use of Internet plus.This paper mainly uses three research methods.With the help of literature analysis,this paper expounds the theoretical basis of approval process optimization from the theoretical level,defines the relevant concepts of administrative approval process optimization under the background of "release,management and service",and provides the basis and basis for the subsequent writing.Through the interview method to understand the current situation and problems of approval process under the background of "decentralization,management and service" in Shenyang City,the theoretical analysis is closely combined with the reform practice,and the system analysis method is fully used to analyze the causes of four major problems in the process reform,such as interest game,supporting security,regulatory system and information technology.According to the current reform reality of Shenyang,this paper proposes to solve the shortcomings of the current approval process by changing the reform concept,improving the resources and technical support,improving the regulatory system,smooth data sharing and other measures.In order to provide ideas for Shenyang administrative examination and approval process optimization,help it improve the efficiency of examination and approval service,and boost the realization of the goal of service-oriented government construction.
