Research On The Reform And Optimization Of "Decentralization And Strengthening The City" In Guangdong Province Under The Background Of The Transformation Of Government Functions

Government function is the logical starting point and origin of all government problems,and the reform of administrative examination and approval system is an important subject of government governance.In recent years,the reform of the administrative examination and approval system with streamlining administration and delegating powers as the core has effectively promoted the transformation of government functions and greatly stimulated market vitality and social creativity.Since 2017,Guangdong Province has deeply promoted the reform of the administrative examination and approval system with the "decentralization and strengthening of the city" reform as an important starting point,adjusted the implementation of a large number of provincial-level administrative examination and approval powers in prefectures and cities through entrustment,delegation or otherwise,and significantly reduced the list of provincial-level powers and responsibilities from 5,567 items to more than 1,200 items.It is expected to provide institutional support for the economic and social development of the whole province through the delegation of government examination and approval powers,further stimulate the vitality of market players and the reform and development momentum of prefecture-level cities,and at the same time promote provincial government departments to get rid of many routine work,focus more on discussing major issues and looking at the overall situation,and effectively manage macro aspects.Under the guidance of the theory of transformation of government functions and the theory of service-oriented government,and on the basis of systematically sorting out the history and current situation of the "decentralization" reform in Guangdong Province since the reform and opening up,this paper selects 2018 reform cases as data samples and uses in-depth interviews,questionnaires and case analysis to confirm that the reform of "decentralization and strengthening the city" in Guangdong Province has promoted the significant improvement of the efficiency of government examination and approval and the enhancement of the ability of departments to perform their duties.However,due to the backward reform ideas,the lack of external effects of reform,the lack of effective evaluation of reform,the lack of effective supervision over the implementation of administrative examination and approval power and other reasons,there are still problems in the reform of "decentralization",such as the extent of business coverage and coverage to be further expanded.Finally,it is proposed that the reform of "decentralization" should focus on the transformation of government functions,focus on enhancing the standardization level of reform,improving the supervision and restraint mechanism for the implementation of administrative examination and approval and the reform effect evaluation mechanism.
