| Tieling is one of the key energy and agricultural products processing areas in Liaoning province.There are many coal,wind power,thermal power and agricultural product processing enterprises in the area.In recent years,relevant departments of Tieling municipal government concentrates on helping the development of enterprises as a priority of optimizing the business of environment.One of the most important parts of the whole process is to provide credit support which is beneficial to the development of enterprises as well as realize economic and social benefits.The government strongly supports the reform of the credit environment,attaches great importance to the building of the business environment,takes full account of the local economic development needs,and creates more opportunities for enterprises to develop.Based on the actual needs of local economic development,the construction of credit and business environment is strongly supported by the government which offers more opportunities for enterprise development.Commercial banks can provide sufficient credit support for the economic development of local enterprises,which plays the most important role in creating a good business environment.With the help of the government,banks can offer a platform to serve for those enterprises which have demand for loans.Hence,the channels connecting enterprises and banks can be established by pooling and sharing high-quality enterprise resource.Through a series of initiatives,we can give full play to the power of the government to materialize market supervision and foster superior management subjects so that the advantages and strengths of local economy can be vitalized and developed.This paper,based on the interaction between the development of government,finance and enterprises,puts forward the thinking and exploration of the government credit environment support in the guidance of the public service theory.This paper adopts investigation method,select Tieling Municipal Government to optimize the credit environment as the research object,study the relevant research situation at home and abroad,outline the current performance of the government in optimizing credit environment,and understands the important research direction and relevant theories.The illustration of business and credit environment as well as the theory of new public service and public governance lies a good foundation for this paper is to find the breakthrough point.This paper summarizes the current problems in the process of optimizing credit environment by the government of Tieling.It is learned that the government has faced with the following problems : the limitation of the government’s disclosure of enterprise credit information;the tedious process of credit information collection;the insufficiency of government’s supervision on credit environment and the inefficiency of one-stop administrative platform of government functional departments.After in-depth analysis,this paper provides some solutions accordingly combining relevant domestic and foreign experience.The specific measures are as follows: firstly,the government functional department should strengthen the construction of credit environment and promote the improvement of laws.Secondly,it is required to build platforms connecting enterprises and banks with the support of the internet and big data.Thirdly,the government is supposed to promote the policies matching supervision.Lastly,the government public service should be enhanced. |
