Research On Study On Law And Policy On Promoting Employment Of College Graduates

The outbreak of COVID-19 has exacerbated the original severe employment dilemma of college graduates.Through the analysis of the data,the current employment dilemma of college graduates is analyzed.The difficulty in employment is caused by a variety of reasons,such as declining economic development,the number of jobs recruited by enterprises,the government ’s regulation and supervision of the employment market is not in place,and college graduates’ employment concept is not correct.Based on the laws and policies to promote the employment of college graduates under the epidemic,this paper introduces the theory of labor law,the constitution and administrative law,the national obligation theory and the responsibility government theory stipulated in the constitutional provisions,and demonstrates the necessity of the government to play a leading role in the employment promotion of college graduates.Suggestions are proposed for the current laws and policies promoting the employment of college graduates.The first chapter analyzes the legal theory and basis for the employment promotion of college graduates.from the provisions of the right to employment,we analyze the harmfulness of the employment problem of college graduates and demonstrate the necessity of promoting the law and policy of the employment of college graduates: on the one hand,to realize the national obligation to promote employment,and the realistic demand for promoting the perfect development of the legal system of employment.The second chapter is the legal basis and law of employment promotion of college graduates.Firstly,analyze the concept of labor,employment right,employment promotion and the relationship.Secondly,the necessity of improving the legal policies to promote the employment of college graduates: on the one hand,it is to realize the national obligation stipulated by the Constitution to promote employment,and on the other hand,promoting the employment of college graduates is the practical demand to promote the improvement and development of the legal system for employment.The third chapter is the policy and evaluation of employment promotion of college graduates under the epidemic situation.Enumerate the laws and policies of employment promotion under the epidemic situation in China and carry out typological research.The shortcomings of evaluating the current laws and relevant policies and measures to promote employment in China are as follows: legislation lags behind and lacks rigidity;policy measures lack system;employment promotion legal responsibility mechanism is not perfect;implementation mechanism is not perfect;Employment promotion and security mechanism is not perfect.The four chapter is the Law and Policy of foreign government employment promotion under the influence of epidemic situation.Taking Japan,South Korea,Russia and Australia as an example,the experience of foreign governments in promoting the employment of college students under the epidemic situation is as follows: issuing operating subsidies to small and medium-sized enterprises;government organizations to develop posts;setting up specialized institutions such as employment service centers to help employment;and raising the wage standards for graduate probation and internship periods.The five chapter is Suggestions on Improving the Chinese Government Laws and Policies on Promoting the Employment of College Graduates.The paper proposes that the government should improve the supporting policies and law enforcement methods for employment promotion;the employer should rationalize the recruitment standard,scientific management and assessment methods,standardize corporate social responsibility,universities should establish employment-oriented college talent education training mechanism,strengthen employment education,establish employment guidance responsibility system;and college students should establish the employment concept and responsibility consciousness of independent employment,and improve the employment skills.
