Employment is the foundation of people’s livelihood and is the most important factor of making a harmonious and stable society. Facing the severe employment environment, the government is changing to a service oriented government with a high speed. And this benefits much for upgrading the overall public employment service’s level then promoting employment rates. While the effects of the public employment service system in China promoting employment rates are not significant and China has a long way to go in this industry compared to the perfect public employment service systems overseas.Therefore, it has realistic and practical meaning doing researches on how government promotes employment. Based on other people’s researches and according to Beijing’s developing degree, this paper collects lay-off workers’re-employment information from four parts:application channels and information gathering, application frequency and employing way, re-employment willingness, re-employment obstacles. After that, basing at bringing in the principle of demand and supply, consulting experts and reading literatures, this paper analyzes the gaps between demand and supply of the public employment service detailedly during the government taking some actions to promote employment rates from five perspectives and from laid-off workers and staff both sides. The five perspectives of the public employment service is the content of employment service, the efficiency of employment service, the qualities of service staff, the environment of employment service and the policies of employment service. Specially, the content of employment service contains job class, job instruction, job training, and subsidy management.This paper uses Richter five-point scale method to design the main questions in the questionnaire and uses SPSS and EXCEL to analyze related data. The outcomes of potential difference show that the demand about equals to the supply of job class, the efficiency of employment service and the environment of employment service; the gaps between demand and supply is large in the following five parts:job instruction, job training, subsidy management, the qualities of service staff and the policies of employment service; specially, the demand and supply is wildly mismatched in job instruction and the qualities of service staff. The outcomes of score show that none of the five perspectives has high score, and they all need to be developed and perfected.In conclusion, after using questionnaire and interview method, this paper analyzes deeply the reasons of the gaps between demand and supply of the public employment service. Then after learning perfect public employment service systems in foreign countries, this paper brings forward some targeted solutions from the following three aspects: expanding the public employment service’s’front’ intervening function, perfecting the public employment service’s’middle’training function and guaranteeing the public employment service’s’final’helping function. The first aspect above means that the government needs to make passivity into initiative, makes related policies, creates employment opportunities and makes enough preparations for the pre-work of lay-off workers. The second one means to increase education investment, perfect education and training system, and provide free professional training programs for long-term lay-off workers in order to letting them acquire enough skills and satisfying social needs. The third one on one hand means to set incentive social security mechanism, such as incentive unemployment insurance, step by step to avoid "free rider" phenomenon then force people who have labor capacity to go into the labor market and on the other hand, means to guarantee special difficult groups’daily lives. At last, this paper opens minds on doing researches on the demand and supply of the public employment service and provides suggestions for how the government perfects the public employment service then promoting employment rates.
