| As one of the three major criminal disasters in the world,organized crime has aroused widespread concern of the international community.At present,the means of organized crime are diverse and upgrade quickly,the tendency of crime professionalization and commercialization is prominent,the influence of a wide range of industries,involving a large number of people,and the social harm is great.If according to the traditional investigation mode,all localities,all kinds of police,and all departments carry out investigation activities alone,they can not effectively crack down on and punish organized crime.The implementation of investigation combined operation provides new ideas and action guidance for actively dealing with organized crime and improving the investigation efficiency of organized crime cases.The synthetic operational mechanism of the investigation of organized crime cases can integrate resources,form a strong joint force,and provide new power for the investigation of organized crime cases.Therefore,the establishment of the synthetic operational mechanism is the inevitable way to solve the current difficulties of the investigation of organized crime cases.In the torrent of the reform of the National Police mode,the synthetic combat concept of the public security organs has been put on the agenda of the police reform by the Ministry of public security in 2010.In view of the new characteristics of organized crime,the particularity and complexity of organized crime cases and the limitation of investigation resources,it is very urgent and necessary to strengthen the research on the combined operational mechanism of organized crime investigation from the theoretical and practical levels.The thesis consists of the following five parts:The first part is the introduction.This paper mainly expounds the writing background,purpose and significance of the paper,the research status of the combined combat mechanism of the investigation of organized crime cases at home and abroad,as well as the ideas,methods,main contents and innovations of this paper.The second part is the basic overview of organized crime cases.This paper mainly expounds the concept and characteristics of organized crime and its cases,as well as the practical difficulties encountered in the investigation of organized crime cases,such as high disguise,difficulty in obtaining clues,backward investigation equipment,difficulty in obtaining evidence,cumbersome examination and approval procedures,lagging investigation and execution,wide range of crimes,inadequate witness protection,etc.,and deeply analyzes the reasons for the difficulties Analysis.The third part mainly talks about the necessity of carrying out synthetic operations in the investigation of organized crime cases.This paper analyzes the concept,characteristics and theoretical basis of synthetic warfare,and discusses that synthetic warfare is the inevitable choice to crack organized crime,and synthetic warfare provides strong advantages for the detection of organized crime cases.The fourth part mainly describes the current situation of the investigation and combat mechanism of organized crime cases.This paper analyzes the composition of the mechanism of the investigation organ’s synthetic operation,the problems in the development of the synthetic organization mechanism in the investigation of organized crime cases,and the factors influencing the development of the synthetic operation in the investigation of organized crime cases.The fifth part mainly talks about the construction of synthetic combat mechanism in the investigation of organized crime cases.According to the above problems,this paper describes the system platform construction of the integrated combat of organized crime case investigation,the hardware facilities of the integrated combat room construction of professional organized crime case investigation,the construction of the command system of the organized crime case investigation center,the establishment of the scientific information guidance system based on Science and technology,and the targeted establishment of a special integrated combat room for organized crime case investigation Finally,the reward and punishment mechanism of organized crime and the overall optimization of the integrated operational mechanism of organized crime investigation are discussed. |
