Private Use And Regulation Of Public Space In Urban Community

With the urban development,resources attribute of the city public space is prominent,and community residents pay increasing attention to their own property,so the phenomenon of taking public space into private use are common in urban community.The article gives a definition of community public space for public infrastructure in public places such as urban roads,green space,parking space and so on.Based on the embeddedness perspective of property rights,the author thinks that urban community governance determines the final form of the property of community public space.After the housing marketization reform,the gradually formed community public space property rights have deeply embedded in the urban community governance structure.The social goal of community common property is to realize efficient allocation of the community public infrastructure and such items within the group of owners.The concrete forms of community common property is constructed in the process of community governance.The current private use of public space phenomenon in city community is caused by the unclear relationship between the governance body.This paper reviews the urban community governance body and analyze the relationship between the governance body under these different governance structure through a particular community case—XZ plot.It is found that under the current system of urban environment,a single treatment method can not effectively combat the private use of public space.The co-governance community governance structure between the owners' committee,markets and government which was dominated by owner autonomy can be effective because it can integrate resources of the market and administrative force,form an effective negotiation and conflict mitigation mechanisms and realize the community public space inside the owner jointly configuration of higher efficiency.
