Research On The Historical Evolution And Practice Of The System Of Requesting And Reporting To The Party Central Committee

As a Marxist party,the Communist Party of China(CPC)has been strengthening the Party’s construction since its establishment.As an important disciplinary provision within the Party,a working method to strictly govern the Party and an important institutional initiative to implement the "two safeguards",the reporting system to the Party Central Committee has always been highly valued by the Party.Since the 18 th Party Congress,the Party Central Committee,with Comrade Xi Jinping at its core,has repeatedly stressed the need to strictly implement the system of requesting instructions and reports from the Party Central Committee to ensure that the authority and centralized leadership of the Party Central Committee are firmly upheld and to promote the implementation of major decisions of the Party Central Committee.From the theoretical dimension,the system of reporting to the Party Central Committee is guided by the Marxist idea of Party authority;from the historical dimension,the system of reporting to the Party Central Committee has been throughout the various historical periods of China’s revolution,construction and reform,with different contents and characteristics in different historical periods,but the fundamental purpose of the system has not changed,which is still to firmly safeguard the Party’s authority and strengthen the Party’s From the perspective of reality,continuing to adhere to the strict implementation of the reporting system to the Party Central Committee in the new era is a fundamental requirement for promoting strict governance of the Party in all aspects.The article is divided into three parts.The first part explores the theoretical basis of the report request system and defines the relevant concepts.The second part compares the historical evolution and significant development of the report requesting system to the Party Central Committee.In the third part,it explores the path of how to strictly implement the system of requesting reports to the Party Central Committee in the new era in the light of the current implementation of the requesting report work,firstly,to improve the mechanism related to the requesting report work,secondly,to improve the supporting facilities and regulations of the requesting report system,and thirdly,to enhance the awareness of the system and the ability of the system implementation among the party leaders and cadres.
