| At present,the classification of domestic waste has become a new fashion,and it has been valued by all levels governments and the whole society.At the community,doing a good job in the classification of domestic waste is not only to satisfy the daily needs of the people,but also an important task to implement the requirements of the higher-level government.In the Huacheng community,an incident of neighbouring objection by the residents occurred during the implementation of the classification and collection points of domestic waste,which became a governance risk for the community.Compared with the general NIMBY(not in my back yard)problem,this incident has the characteristics of the inevitability of NIMBY facility construction,the boundary of the NIMBY facility location setting,the homogeneity and familiarity of the people,and the complexity of the solution path embedded in the community governance process,which has different causes and solutions.The NIMBY problem is closely related to the governance of the grassroots community.Regarding community governance of existing researches,on the one hand,discussion about the interaction between the state,market,and society in the community field and different types of governance models are based on structural analysis;on the other hand,according to the "state-society" relationship paradigm,governance tension triggered by the different governance demands of the government and society.This research adopts value matching(NGT)analysis method as the theoretical framework to analyze the governance model of Huacheng community and the NIMBY problem in the domestic waste classification project and its treatment process.It also use participatory observation method and unstructured interview method to collect data,and explore the solutions to governance risks caused by NIMBY from the perspective of community governance.The research found that: First,as far as the causes of governance risks are concerned,the Huacheng community presents a “government-society competition,cooperation and dominance” governance style,which deviates from the goal value of“consultative democracy”,thus causing the problem of NIMBY.Second,for solving the problem of neighboring avoidance in the community,seeking to replace the power of passive participants,advancing the project according to the "path of least resistance",destigmatizing,and reducing the negative externalities of neighboring avoidance facilities are effective governance methods.Third,the improvement of community governance capabilities can be improved in terms of improving the community governance environment,cultivating governance entities,comprehensively applying governance strategies,and re-understanding consultative democracy.In short,adjusting the governance method according to the change of community goal value is the main means for the community to avoid risks,and the various micro strategies of the community are also an important way to ensure the smooth operation of community governance.In addition,this research proposes negative participation and dynamic changes to the value matching(NGT)framework in order to expand its explanatory power and scope of application.On this basis,new connotations should be given to "consultative democracy". |
