Influencing Factors Of NIMBY Risk Amplification And Government Governance Research

Progress and risk are accompanied by each other.Modern society has entered the"risk society" described by Baker.The NIMBY as a derivative of social progress has become a major source of risk in modern society.The NIMBY originates from the NIMBY facilities.The establishment of the NIMBY facilities is not only conducive to the improvement of the quality of life of the regional residents,but also promotes the development of the regional economy,but it has been resisted nationwide,which not only causes the public infrastructure to be perfect,Losses in economic development and other aspects have also brought enormous challenges to local government governance.NIMBY is a complex public problem caused by many factors.In recent years,it has become a growing trend.The problem of NIMBY has become an important source of risk affecting social stability.Therefore,to explore the root cause of NIMBY and explore the NIMBY governance path through the exploration of the factors affecting NIMBY.This paper is based on SARF,the evolution of neighboring conflicts can be divided into four stages and extract the core elements from each stage,namely risk communication models,media,social organizations and opinion leaders,rumors,public attitudes,and secondary influences.Through the qualitative comparison analysis and necessity analysis of 32 typical examples of NIMBY,we can find that the risk communication mode and the media are important factors influencing the conflict,and the risk communication mode,rumors,media combination with public attitudes has greatly promoted the emergence of NIMBY.Combined with the research conclusions,it is found that there are problems of lack of citizen participation,loss of government trust,rigid governance methods and lack of stigma governance in the risk-averse governance of NIMBY.It also proposes to improve citizen participation,rebuild government trust,adopt flexible governance methods,Resolve the countermeasures of stigma.
