Research On China's Poverty Alleviation Policy Evaluation Model Based On Logical Framework

Poverty alleviation has always been a key area of concern for the country.Whether the poverty alleviation problem can be effectively solved is directly related to whether China's 2020 comprehensive poverty alleviation goal can be achieved smoothly.Through the research on China's poverty alleviation policy evaluation model,the construction of the model is completed based on the logical framework method.It can provide a more in-depth and comprehensive understanding of China's major poverty alleviation policies at the macro level,and also provide new research ideas and methods for future research on poverty alleviation policy assessment.The paper uses the literature research method,the policy text processing method provides an important auxiliary for the preparation of the preliminary work,and supports the thesis based on the public policy evaluation theory and the public policy analysis theory.The research of the thesis is divided into six parts.The first part of the introduction mainly introduces the background and significance of this topic,and briefly expounds the possible innovations of the topic,and introduces the research methods and technical routes of the thesis.The second part analyzes the main theories supporting the research of the thesis,and at the same time completes the literature reviewing work related to the topic selection at home and abroad.The third part mainly analyzes the feasibility of the logical framework method to evaluate the poverty alleviation policy,firstly clarifying the logical framework method.Concept and architecture,and summarize the advantages and disadvantages of the method.Secondly,analyze and summarize the evaluation steps of the logical framework method.Finally,analyze the feasibility of the logical framework method to evaluate the poverty alleviation policy.The fourth part completes the logical framework method evaluation model.The construction of the poverty alleviation policy text first constitutes the source of the evaluation model,followed by the horizontal comparative analysis of the poverty alleviation policy to complete the multi-dimensional construction of the evaluation model;the fifth part of the evaluation model verification analysis,taking the 2001-2010 poverty alleviation policy as an example Perform verification of the evaluation model.It mainly through the policy-driven period problem tree drawing,the policy-driven period target tree drawing,and the policy-driven period logic framework construction to complete the verification analysis process;the paper may analyze the possible shortcomings of the paper,and at the same time,summarize the relevant research contents in the future.Through research and analysis,it is concluded that the poverty alleviation policy evaluation model based on the logical framework method can be used for poverty alleviation policy evaluation.Firstly,the paper analyzes the construction elements of the model,including the evaluation of the source of the model components--the text of the poverty alleviation policy text,the multi-dimensional construction of the evaluation model--the horizontal comparison analysis of the poverty alleviation policy,and the second part based on the analysis of the previous components.The construction of the three-dimensional evaluation model is carried out.Finally,the 2001-2010 poverty alleviation policy is taken as an example to verify the evaluation model,which proves the reliability of the conclusion,that is,the poverty alleviation policy evaluation model based on the logical framework method can be used.
