The Study On The Performance Evaluation Of Government Informatization Based On Logical Framework Approach

The government information construction is not only an important aspect of social informatization, as well as the leading factor of promoting the society informatization process. Whether we can truly achieve the desired results after large-scale investment in government informatization construction, has become a problem that all levels of government must focus on. At present, our government informatization has entered the stage of depth integration and application. It has become an important task of our government to understand the current status and questions, and then promote and guide the development of our government informatization through the scientific and accurate evaluation. This thesis regards the performance of government informatization as the core, and evaluation contents and index design as the main line. At the same time of promoting theoretical innovation, close attention have been paid to the study of rationality and practicality of the evaluation methods used. The main work of this thesis can be summarized as the following aspects:Firstly, this thesis studied the existing literature. In this thesis, the author firstly summarized the performance evaluation framework and the characteristics and evaluation dimension of them. Then the author analyzed the perspectives and methods of performance evaluation of informatization, as well as their individual advantages and disadvantages. These studies provide guidance to the research in this thesis. The problems that get from the research of current literatures of government informatization performance evaluation from the aspects of evaluation content laid the basis of this study. This thesis also analyzed the research trend of performance evaluation according to the situation of government informatization development in the new period, to lay the content and direction of the research in this thesis.Secondly, this thesis constructed the conceptual model of the performance of government informatization based on the Logical Framework Approach (LFA). Under the guidance of the LFA, this thesis determined the goal and utility of government informatization construction based on the stakeholder theory, build the tree problem and analysed the input of government informatization construction based on the cost-benefit theory. It is the key content of this thesis.Thirdly, this thesis analysed the specific time background of government informatization construction, and summarizes the new value orientation of the performance evaluation. And then constructs the index system of the performance evaluation of government informatization based on LFA. The index system including "input","output","utility","target" four interrelated factors, so as to understand the performance output more comprehensive and profound. Finally, on the basis of established the index system, the thesis takes a government department of Nanjing as an example to verify the effectiveness of the performance evaluation system.This thesis does a systematic research in the value principle of the performance evaluation index of government informatization and the technical specification of evaluation. In addition, this thesis explores the performance of government informatization in our country, which helps the government to act on the scientific concept of information development, cultivate the correct view of political achievement in information construction, enhance the management level of government informatization, and encourage the development of government information better and faster.
