Research On The Improvement Of Government Statistical Data Quality Management

The quality of statistical data is the basis of statistical work and an important indicator reflecting the level of statistical work.National statistical departments at all levels in order to improve and improve the quality of data,made unremitting efforts and achieved good results,but there are still some problems and shortcomings in the quality management of statistical data,need to continue to solve and improve.This paper focuses on the theme of optimizing the quality management of statistical data,relying on the advantages of the identity of statisticians,through combing the current situation of data quality management of D survey team of the National Bureau of Statistics,according to the research path of exploring problems,analyzing causes and putting forward countermeasures,carries out academic discussion on the problem of government statistical data quality management.In this paper,the implementation of quality management of statistical data by D survey team of the National Bureau of Statistics is taken as the logical starting point of the study,and the combination of Smith’s policy implementation process model,total quality management theory and new public management theory is taken as the theoretical basis of the study.According to the five elements of policy,implementing agencies,target groups,implementation environment,implementation supervision and the interaction analysis framework,this paper makes an empirical analysis on the implementation status of data quality management of D survey team of the National Bureau of Statistics.At present,there are some problems in data quality management,such as imperfect data quality management system,poor operability,lack of scientific training plan for staff in statistical departments,lack of statisticians at the grass-roots level,low enthusiasm for work,poor investigation environment at the grass-roots level,and lack of effective supervision on the implementation of statistical data quality management.The reasons for these problems are: there is a deviation between the design of data quality management system and the actual implementation,the grass-roots units do not pay enough attention to the training of investigators,the management guarantee mechanism of grass-roots statistical staff is imperfect,the grass-roots statistical data quality management environment is not good,the implementation of data quality management supervision system is not perfect,and the supervision coverage is insufficient.Accordingly,this article from the implementation of specific measures to improve the implementation of data quality management,statistical staff to strengthen the training,a sound data quality management security mechanism to create a good environment for statistical surveys,to carry out a comprehensive statistical data quality control management and other aspects of the proposed measures to optimize data quality management.In order to improve the National Bureau of Statistics D survey team and the grass-roots survey team to provide a reference for quality management of statistical data.
