| Today,China’s old age problem is becoming more and more prominent,the total and proportion of the elderly population is on the rise rapidly.The pressure on traditional old age models is increasing.With the increasing pressure of the traditional mode of providing for the aged,work of providing for the aged is facing great challenges.After several years of unremitting exploration and practice,community home-based care service has developed rapidly.So,it is of great theoretical significance and practical value for us to summarize the implementation status of family-care in communities policy and explore new ways for the development.In this paper,we first organize and explain the background and conceptual theory of community home-based care service.Starting from the development status of community home-based care service in Lanzhou,based on relevant policies.The main service content is clarified.And on the basis of questionnaire survey and in-depth analysis,it is concluded that the implementation of community home-based care service policy faces challenges from the difficulties faced.Based on Smith’s policy implementation model,this part is the main content of this study,which analyzes the causes of the problems from four aspects.The challenges faced by the implementation of the community home care service policy are as follows: community’s insufficient publicity of relevant policies;certain gap between service demand and supply;The main body of policy implementation is short of service specialization;weak awareness of target groups.These problems have caused the implementation of the policy to be unsatisfactory.Then,to further promote the implementation of community home care service policies and effectively guarantee the effect of policy implementation.It is necessary to improve laws and regulations and clarify the specific rules of community home care services with unified management standards;Pay attention to policy analysis,deepen the implementation body’s understanding and judgment of the policy;Improve the implementation ability of the policy executing agency,advocate the participation of multiple subjects;Increase the participation of the target group through publicity work,stimulate the initiative of the elderly group while innovating the concept of elderly care services;Finally,by optimizing the economic,political and social environment,provide a good policy environment support for community home-based care service. |
