A Study On The Implementation Of The Policy Of Home Care For The Elderly In The Community Of B Street In Guangzhou

At present,the traditional family pension mode pressure increasing,the aging problem is increasingly outstanding,old-age work faces enormous challenges.Guangzhou as early as 2005 began to promote pension pilot that occupy the home,after more than 10 years exploration practice,initially formed a characteristic pattern of community endowment service in Guangzhou.In this background,this paper summarizes the current execution status of community home endowment service policy,explore the new way to develop community home endowment has important theoretical significance and practical value.According to the population and Career data for the elderly in 2015 released by the Guangzhou City,which contain a total of almost one million 470 hundred elderly household registration,accounts for 17.27% of the population,while the total amount and the proportion of elderly people include a team of elderly people living alone showed a rapid growth trend,elderly care is facing enormous challenges.Based on B street in Guangzhou as an example,this paper used the literature analysis,questionnaire investigation and interview method,the analysis of the B street encounter problems in the implementation of community home endowment service policy,based on the Smith policy execution model,from the idealized policy,the executing agency,target groups,the policy environment and so on four aspects to carry on the argument,the analysis found that B street in the implementation of community home endowment service policy is facing the following problems: policy itself is not science,related system to connect and does not reach the designated position;Agency management disorder,policy execution slowly;Target groups differentiation,the unified specification blank;The lack of legal support,policy environment met with resistance,etc.;The comprehensive factors caused the policy implementation is not ideal.Secondly,by studying the case of cities at home and abroad more mature,summarizes thinking strategy of suitable for China's national conditions.Finally,in view of the four elements Smith policy execution model,put forward countermeasures and suggestions such as perfect laws and regulations,accelerate the professional development of community home care team,strengthening the consciousness of providing for the aged,guide social forces to participate,expecting to improve community home endowment service relevant policies to provide experience for reference.
