Today, under the increase of huge population environment, ageing of population is becoming a big problem to society. Therefore, how to improve the government service quality of elderly has become a major issue in public view. The ageing of population becomes the major obstacle to the society development. In China, the homey way of old-age care occupies a large proportion. However, this is not the best way of elder care, due to the limited public services. Another way of elder care is old-age institution, but due to lack of institution resource, the total elder care problem cannot be served. Now, a new elder care model, which is called community home-based elder care has pay more and more people's attention. Government purchasing of home-based care services is a new type of home care service, which is a upgrading mode of elder care. This new model changed the problem of low service performance caused by government single public service and has adapted to the needs of the transformation of modern government functions and the public participation in the supply of public services.Based on policy execution and welfare pluralism and new public management as a theoretical basis, Smith model and three circle theory for the theoretical analysis tool, this article researched some examples of the Shanghai government to purchase home-based care for the aged. From the investigation, shanghai has gradually explored the new way of home-based care for the aged. This way of old-age care is based on government purchasing of public service and relies on pension activities in community. After several years' development, it seems that this model has a lot of shortages, for example, the form of service and service management, etc.. Through instances, this article identify the impact of the Shanghai municipal government procurement of services implementation process elements, thus sort out the problems in the implementation and analysis of its causes. By analyzing the United Kingdom and Japan, these governments to purchase home care the policy and implementation process, summarize experiences and practices in its policy implementation. According to China's actual situation, put forward some suggestions to improve Chinese government's policy to purchase home care, and promote the effective implementation of government purchase of home care service policy, promoting government purchase of home care service development.
