Research On The Legal System Of Coordinated Development Of Electric Vehicles And Smart Grids In China

In recent years,a big shift in the number of electric vehicles has taken place.With the continuous advancement of economy,technology and system,an inevitable trend is coming which the large-scale development of electric vehicles will be.Connecting large-scale electric vehicles to the power grid would make a tremendous impact on the traditional power grid.Based on the advantages of smart grid security and intelligence,the coordinated development of electric vehicles and smart grids is necessary and feasible.The research of coordinated development between both is an interdisciplinary study,which relating to multi-faceted collaborative content.To avoid the impact of the current relevant legal system on the coordinated development of electric vehicles and smart grids,it should be perfected.It is more realistic and feasible to explore the coordinated development legal system between both by making principled and guiding provisions on the basic legal system of their coordinated development and supplementing the specific content of the legal system of each link of their coordinated development.The full text is divided into five parts.The first part is an overview of the legal system of the coordinated development between electric vehicles and smart grids.It specifically explains definitions of the electric vehicle and the smart grid,and describes the content of the coordinated development between both,and summarizes the meaning of the legal system of coordinated development of electric vehicles and smart grids;The second part introduces the necessity and feasibility of perfecting the legal system of coordinated development between electric vehicles and smart grids;The third part briefs the present situation and defects in the legal system of the coordinated development between electric vehicles and smart grids in China,specifically including the current situation of China’s relevant legal system,the lag of the basic legal system,the difficulty of implementing the charging infrastructure standards,the containment of the electricity price legal system,lacking incentive system of energy storage technology,and the shortness of user information legal protection;The fourth part is the extraterritorial investigation and enlightenment of the legal system for the coordinated development between electric vehicles and smart grids.Through reviewing the relevant foreign legal systems,Five proposals are summarized in this paper for reference: strong awareness of legislation in emerging areas,certification system for charging infrastructure standards,detailed peak-valley time-of-use tariff system,strong incentives for energy storage technology of electric vehicles,and increased protection of user data;The fifth part expounds countermeasure to improve the legal system of coordinated development between electric vehicles and smart grids in China.Based on foreign experience and China’s national conditions,proposing to improve the basic legal system for the coordinated development between both,elaboration are made in the aspect of implementing the charging infrastructure standard certification system,establishing a reasonable electricity price system for the coordinated development between both,and improving the incentive system for electric vehicle energy storage technology,as well as the perfect suggestions for strengthening the legal protection of user information.
