Research On Legal And Policies Issues Of Electric Vehicle Collaborative Development Under The Conditions Of Smart Grid

Auto industry is the important pillar industry of the national economy, which plays an i mportant role in developing social economy and constructing powerful industrial country. A long with the rapid development of global economy, lots of issues have been produced due t o the dependence of the traditional auto industries on the mineral resources. The electric ve hicle industry obtains multiple concepts of low carbon, environment protection, high-efficie ncy and cleaning, it’s an effective route to solve the problems of national energy shortage b y developing electric vehicles. And “vehicles access to grid”, to pursue the development of electric vehicles under the smart grid becomes the new trend of global electric vehicles dev elopment. The year of 2015 is a year for the rapid development of China’s electric vehicles;the state continues to push out beneficial policies and laws so as to promote the rapid devel opment. Under this background, it’s very significant to deeply discuss the legal issues of ne w energy vehicles under China’s conditions of smart grid, comb relevant legislation and pol icies, pay more attention to research lots of foreign laws and policies as well as experience at relevant aspects so as to provide relevant suggestions and opinions for researching and m aking China’s laws and regulations about new energy vehicles under smart grid..The paper is divided into five chapters, which expands research on the laws and polici es of electric vehicles collaborative development under China’s smart grid. The research sig nificance, current status and methods are introduced in the 1st chapter; the important conce pts of smart grid and electric vehicles are introduced and the feasibility and the problems th at the electric vehicles access to grid faces are analyzed in the 2nd chapter; Laws and polici es of China’s original smart grid and electric vehicles collaborative development are combe d in the 3rd chapter, and meanwhile the insufficiency of the legislation is analyzed; the enli ghtenment for China is summarized in the 4th chapter through the advanced experience intr oduction at aspects of laws and policies about the collaborative development of smart grid a nd electric vehicles in the developed countries and regions in the world; based on the concl usion on the previous chapters, the suggestions of perfecting China’s laws and policies abou t the electric vehicles development under the smart grid are presented in the 5th chapter, the segmental emission limitation laws and rules shall be made, the relevant policies and laws about the grid shall be perfected and the laws and policies about the charging facilities shall be implemented so that a set of complete and reasonable laws and rules system about the collaborative development of the smart grid and electric vehicles can be realized.
