A Study On The Responsiveness And Response Model Of The Chinese Government

In recent years,the Chinese government has played a very active role in some practices of government response.Instead of passively waiting for people’s appeals and opinions as expected by the traditional government response theory,it takes the initiative and almost dominates the whole process of government response.It is quite different from the presupposition of the democracy-authoritarianism analysis framework.Aimed at this phenomenon,this paper first reviews the development of the concept of responsiveness,and from the two dimensions of its conceptual nature and presentation method,makes a new understanding of responsiveness.This kind of understanding emphasizes the modern connotation of responsiveness and recognizes that there is a "two-way" interactive relationship between the government and people.Secondly,starting from the political context of China,this paper suggests that the responsiveness of the Chinese government is based on the recognition of the dominant position of political elites and the independent representation of professionals on the interests of the people.This responsiveness,reflected in the government response mode,is a leading government response mode that actively absorbs and integrates public opinions.It and the acceptance government response mode constitute two ideal types of government response.The leading government response mode has three characteristics of systematicness,guidance and advanced,which effectively overcomes the triviality,splitting and shortsightedness of public opinion in the acceptance government response mode.Finally,this paper takes the Shanghai Livelihood Practical Project as a case study to further explain the leading government response model.The conclusions of this research provide a new perspective for understanding the responsiveness of Chinese government and enrich the understanding of government response and practices of Chinese government response.In general,the leading government response model revises the original government response theory,which gives governments a more effective role.This new role can help governments to respond to the demands of people in a more systematic and long-term way and to safeguard the common and long-term interests of the whole society.These conclusions have certain reference values for the future study of government response.
