Abstract/Summary:
In order to improve the professionalization and standardization of urban management and law enforcement officers,as well as their ability of management and law enforcement,strengthening the assessment arises at the historic moment.At present,the complexity of front-line work and the vague role of law enforcement officers lead to job burnout.The pressure on performance appraisal indicators of field team is great,and the satisfaction degree of performance appraisal of internal officers is not high.This paper uses the theory of performance management to analyze the design steps and principles of performance evaluation index system for front-line urban management law enforcement officers,and uses the theory of job analysis to analyze the job description of front-line urban management law enforcement officers.Under the guidance of goalmanagement theory,it adopts the methods of interview,questionnaire,Delphi and anchoring to establish a new evaluation index system.By using the new performance evaluation index system of a district trial operation,the paper compares the old and new performance evaluation index system,analyses the similarities and differences.Both the old and new index system pays attention to the quantitative evaluation index,and reflects the importance of the key index of "law enforcement case handling".The main improvement aspects and effects of the new indicator system are: comprehensive and strategic performance dimension,highlighting the main objectives and tasks of the organization;designing performance evaluation indicators according to job differences,classifying the internal and external officers,reflecting the fairness of the assessment;designing evaluation indicators paying attention to the long-term,refolding and process work,making the design of assessment indicators more refined to adapt to the characteristics of front-line work.Under the guidance of the new performance appraisal index system,the satisfaction of front-line law enforcement personnel in this area has been improved,the effectiveness of the evaluation has been further enhanced,and the rationality and effectiveness of the performance appraisal index system has been reflected.
