| With the continuous development of society,the nature and types of contradictions and disputes in rural grass-roots society have also changed.In the past,simple neighborhood disputes were the main types,but now there are some new types of contradictions and difficult contradictions.The social bottom logic faced by grass-roots people’s mediation organizations in southwest rural areas has also undergone many changes.In this paper,X Town,which is located in the southwest rural area and far away from the county seat and is economically underdeveloped,is taken as the research site,and the orientation,management and operation of grass-roots people’s mediation organizations in X Town are investigated in an all-round way.Some realistic dilemmas are found: the orientation of grass-roots people’s mediation organizations in the southwest rural areas is unclear,the funds in the organizations are seriously lacking,there is a lack of high-quality mediators in the organizations,the living space of people’s mediation organizations is squeezed by other organizations outside the organizations,and between other organizations outside the organizations and grass-roots people’s mediation organizations.In this paper,by combing the problems of grassroots people’s mediation organizations in Southwest China’s rural areas,exploring the reasons for the obstruction of organization development,and analyzing the optimization path of grassroots people’s mediation organizations in Southwest China’s rural areas,it is expected to benefit the construction of grassroots people’s mediation organizations in Southwest China’s rural areas.The main body of this paper includes five chapters.The first chapter analyzes the concepts of people’s mediation and people’s mediation organizations,and makes it clear that the main body of this study is "Southwest Rural People’s Mediation Organization".Secondly,it combs the main problems in the development of people’s mediation organizations in southwest rural areas,including unclear positioning,management and practical operation.The second chapter,through empirical research,combs in detail the performance of the unclear positioning of the southwest rural people’s mediation organizations,and analyzes the reasons for the unclear positioning of the southwest rural people’s mediation organizations.In the third chapter,through the investigation of every link of people’s mediation organization management in X Town,the problems existing in personnel construction,fund guarantee and system management of people’s mediation organizations in Southwest rural areas are sorted out.In the second section,the causes of a series of management problems in people’s mediation organizations in Southwest rural areas are analyzed.The fourth chapter investigates the actual operation process of the people’s mediation organization in X Town,and sorts out the problems existing in many operation links of the southwest rural people’s mediation organization,such as the independent mediation work,the large mediation mechanism operation,and the linkage mediation with other dispute resolution organizations.In the second section,it makes a detailed analysis of the causes of the problems in actual operation.The fifth chapter mainly studies the development path of grass-roots people’s mediation organizations in southwest rural areas.Based on the field investigation results and theoretical analysis,it makes feasible assumptions on the positioning,management optimization and practical operation optimization of grass-roots people’s mediation organizations in southwest rural areas. |
