Research On The Reform Of Comprehensive Administrative Law Enforcement Of Market Supervision

In the field of market supervision in my country,problems such as overlapping powers and multiple law enforcement have long existed,and the performance of the market supervision departments urgently needs to be improved.In November 2018,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Guiding Opinions on Deepening the Reform of Comprehensive Administrative Law Enforcement for Market Supervision",proposing the establishment of a unified,authoritative and efficient market supervision comprehensive law enforcement system.This article sorts out the concepts of market supervision,administrative law enforcement,and comprehensive administrative law enforcement.It reviews the history of market supervision law enforcement reforms since the founding of the People’s Republic of China.The dilemma has clarified the goal of establishing a unified,authoritative and efficient market supervision and comprehensive administrative law enforcement system.This article introduces the reform effects,shortcomings,and problems in the current reforms of the cities and counties in S Province in integrating institutional functions,integrating law enforcement teams and reducing law enforcement levels.Using this as a specimen,the study further pointed out the problems that currently exist in reforms such as poor connection between supervision and law enforcement,slow integration of functions,prominent contradictions in the transfer of human and property,and mismatch between law enforcement capabilities and law enforcement tasks.Some of these problems are historical issues,and some are systems.Some of the defects are subjective reasons.In order to further promote the comprehensive law enforcement reform of market supervision,this article proposes to further deepen the overall linkage of departments,promote the integration of personnel functions,improve the protection of personnel and property,enhance the ability to perform duties,strengthen smart supervision,mobilize social forces to govern together,and improve the incentive and fault tolerance mechanism.Reform and solve difficult problems.
