| On March 22,2021,issued by “the central committee of the communist party of China and the State Council on the consolidated development crucial achievements effective connection with country revitalization of opinion out of poverty”,comments point out that poverty is not an end,but a starting point,to set up the five-year transition period,regional farmers out of poverty by 2025 the goal of the farmers income growth is higher than the national average.At the same time,the opinions on how the change of poverty alleviation and move forward follow-up support work made specific requirements,requirements on the depth of the original focus of poverty-stricken areas,especially the large oversize resettlement area,from the infrastructure and supporting industry,employment,follow-up and continue to intensify efforts to many sided,ensuring poverty results,make sure to move the masses “to live,have jobs,can gradually become rich”.At present,the focus of the work in inhospitable relocation areas has shifted to the follow-up support of migrants,and it is the top priority to solve the sustainable development of migrants.This article selects the original water depth of counties in the city of thousands of qianhu yi village change of moving points as a case for poverty alleviation in Guizhou,where is a very large resettlement area,both deep poverty,ethnic minorities and moving mass sources such as multiple characteristics,this paper analysis on the theory of sustainable livelihood framework,through the household survey,the local villagers sustainable livelihood index calculation,This compares the change of livelihood capital of local villagers before and after relocation.The study found that there are still some outstanding problems in the livelihood development of the thousands of Yi villagers in Guizhou,including the lack of natural capital conditions,the imbalance of physical capital structure,the difficulty of social capital reconstruction,the low quality of human capital and the weak accumulation of financial capital.The main reasons for these problems are as follows: The leading industry’s driving effect is not obvious,the traditional way of living is constrained,the endogenous power is insufficient and the social support space is difficult.In order to achieve the goal of “stability,employment and gradual prosperity”,this paper proposes to develop the leading industry tourism in a healthy way,create a“tourism +” integrated development model,and continuously improve the participation of immigrant communities in tourism;Rational use of natural capital,gradually revitalize the stock of natural capital,and constantly improve the value of land use;Adjust the structure of material capital,guide immigrants to increase input in material capital,improve the market operation of material capital,continue to improve the infrastructure construction of immigrant communities,improve the convenience of outside access;We will continue to expand social capital,increase the participation of community immigrants in life and production,hold colorful community activities,and improve their social communication skills.Improve the quality of human capital,and improve the cultural quality of immigrants unswervingly,train ethnic cultural inheritance talents;We will effectively accumulate financial capital,take multiple measures to broaden the income sources of immigrants,and gradually guide them to change their financing concepts. |
