Rootless Village:Case Study On The Land Contract And Management Rights Issues In Village By Poverty Alleviation And Relocation Policy

Poverty alleviation by relocation is an important part of China’s development-oriented poverty alleviation,it aimed at implementing the resettlement of immigrants by the rural poor in areas with harsh living environment and fundamentally improving their survival and environment development to achieve poverty. Poverty alleviation by relocation is a multiple way of poverty eradication,economic development,protecting the environment and promote voluntary resettlement way multiple benefits of social harmony poverty,Poverty migration work in the new century and an important measure of the western development strategy. In this thesis,on immigration-related issues I made a comparison of Poverty alleviation by relocation system after a brief introduction,the actual current in X District of P city in West of Yunnan implement Poverty migration by relocation pilot as several poor immigrant village in Y town as placement of cross states and cities,immigrants living in the special placement of company+bases+farmers "mode depth understanding complicated by poor immigrant village now briefly set up a series of problems arise. Among immigrants land ownership is unclear,in the "company+bases+farmers" approach is no Land contract and management rights. there is no collective land,Companies with a lot of drawbacks,the deviation of "rural Hukou to city Hukou"thus affecting immigrants living enthusiasm leads to survival,development issues.It not truly got the goal that "moved,maintained, getting rid of poverty".For this reason,In this paper,I impressed on literature analysis,field research methods and case studies,researching and analyzing methods. I analyzed the drawbacks of existing Ecological migration by relocation "companies+bases+farmers",and tried to give a little clumsy of my proposal. I believed Immigrants to have a better development in order to truly safeguard the interests of immigrants land,making life can be protected.In this article,I used the case study of method.It has two advantages:Firstly,from the microscopic view, offering an idea to solve this type of poverty alleviation by relocation; secondly, from a macroscopic view,because this part of the people from the perspective of the state is a minority,which is to consider issues related to the introduction of relevant policies at national perspective to provide case.
