A Study On The Impact Of Village Cadres’ Behavior On The Satisfaction Of The Poverty Alleviation And Relocation Policy In Youyang County

The migration resettlement villages policy for poverty alleviation plays an important role in the“Wu Ge Yi Pi”of precision poverty alleviation policy proposed by General Secretary Xi Jinping and it is an important way to speed up poverty reduction in poverty-stricken areas.By the end of 2018,there were 16.6 million rural poor people in China,mainly concentrated in the deep poverty areas,the“three districts and three states ”.To ensure that all the rural poor in the country will be lifted out of poverty in 2020,it is necessary to implement the migration resettlement policy for 10 million people who live in the place which can’t support these people.Since 2001,Chinese government has successively carried out the poverty alleviation and relocation project.By the end of 2015,the central subsidy for the resettlement of poverty alleviation has been allocated 3.63 billion yuan,and more than 6.8 million people have been relocated.The government will plan to complete the relocation of 2.8 million people,and achieve the perfect ending of this policy in 2019.The migration resettlement villages policy has helped about 10 million poor people to get out of poverty smoothly.As the "lubricant" of the central government and the local people,village cadres are the "intermediate chain" between policy implementation and public opinion transmission.They contribute to coordinate the interests of the government and the people,and jointly exert the maximum benefit of the poverty alleviation and relocation policy.Therefore,in the process of policy implementation,the role of village cadres plays a crucial role in the implementation of this policy effects and policy satisfaction.So,can the village cadres’ promotion of the poverty alleviation and relocation policy significantly improve the satisfaction of the relocation households? What role does the village cadre play in this policy implementation? How will the satisfaction of the poverty alleviation and relocation policy change with the relocation period? These are three problems that need to be solved urgently in this paper.Chongqing Youyang Tujia and Miao Autonomous County has multiple identities.It is a combination of ethnic areas,contiguous poverty-stricken areas,revolutionary old areas,and key ecological functional areas.It is a national poverty-stricken county with the most poverty-stricken population and the deepest poverty in Chongqing and is also a pilot county for the poverty alleviation and relocation policy in the Wulingshan District.Therefore,based on the anti-poverty theory,migration theory and policy implementation theory,this paper selects 548 relocated households as samples from 11 poverty alleviation resettlement sites in Youyang County and aims to explore the impact of village cadres’ behaviors on the satisfaction with the poverty alleviation and relocation policy by using OLS and causal step regression.The results found that: (1)The policy driving force of village cadres has a significant positive impact on the policy satisfaction of relocated households,but the policy satisfaction decreases marginally with the relocation years.(2) The influence of village cadres’ behavior on the satisfaction of the poverty alleviation and relocation policy mainly through two ways: social security and industrial development.There are two logical chains:“village cadres’ increased efforts to promote the policy – social security – policy satisfaction” and " village cadres’ increased efforts to promote the policy-industrial development-policy satisfaction".(3)The intermediary mechanism of technical guidance is not significant.The possible explanation is that the village cadres lack the corresponding technical guidance to the relocated households in the relocation area,or the relevant technical guidance does not bring real help to the relocated households..Accordingly,the paper puts forward corresponding countermeasures and suggestions: First,improving the incentive assessment mechanism for village cadres and the policy promotion.Second,strengthening the support of various factors and maintaining the sustainability of policy satisfaction.Third,improving the immigration social security policies to increase the security and satisfaction of immigrants.Fourth,consolidating the foundation of village industry construction and enhancing the economic braking power of immigrant villages.Fifth,broadening the guidance channels for agricultural technology and improving the motivation for poverty alleviation within the relocated households.This paper will provide decision-making basis for comprehensively winning the battle against precision poverty alleviation and the overall revitalization of the countryside.
