Research On Mono-Party-Village Committee Under The Background Of Organization Revitalization

Organizational revitalization is the key to ensure the effective implementation of Rural Revitalization Strategy.To realize the revitalization of rural organizations,we must focus on improving the organizational strength,highlight the leading function of rural party organizations,promote the deep integration of party construction and village construction,and effectively transform the organizational advantages of party organizations into the development advantages of promoting rural revitalization.At present,in order to strengthen the party’s overall leadership at the grass-roots level,mono-party-village committee has been widely carried out.However,there are many problems in the process of promotion,which need to be paid attention to and rectified.In this study,I choose L town of Wenzhou,which I am familiar with,to carry out field research and research mono-party-village committee in the town.The data collection of this study is divided into two stages.One is to sort out the basic development and research trends of mono-party-village committee by reading the current academic books on Rural Governance and consulting the relevant journals of How Net.The second is to use the methods of interview and field investigation to investigate the related groups in the process of implementing the mono-party-village committee policy in L Town,analyze the implementation effect of mono-party-village committee policy,and explore the factors influencing the practice.According to the investigation and analysis,it is found that there are some problems in the implementation of mono-party-village committee,such as the difficult in the construction of the organizational structure,the operation of the village two committees,the positioning of the role of mono-party-village committee cadres,and the implementation of the supervision mechanism.Then through the public choice theory,game theory and other in-depth analysis of these problems,it can be inferred that the causes of the above problems may be caused by the weakening of purpose consciousness,uneven distribution of village interests,unclear role cognition and lack of power supervision and restriction mechanism in the grass-roots governance of L town.Finally,according to the above reasons,the corresponding countermeasures and suggestions are given from the perspective of strengthening and improving the organizational function.This study will objectively understand the practice of mono-party-village committee of L town and village,and grasp many representative practical cases,which can provide a certain theoretical basis for relevant research.At the same time,from the perspective of organizational revitalization,this paper puts forward some measures to further improve and optimize mono-party-village committee,in order to provide some reference for promoting the improvement of grassroots rural governance ability under the new situation.
