Research On The Construction Of "two Village Committees" In Qinghai Tibetan Township Under The Background Of Rural Revitalization Strategy

The rural revitalization strategy is a major strategic decision and deployment of the CPC central committee since the 19 th national congress.As a primary organization,the "two village committees" are the political guarantee for implementing the party's decision,uniting and mobilizing the masses,and promoting the strategy of rural revitalization.Therefore,how to strengthen the construction of grassroots organizations is very important.Taking the construction of "village committee and village committee" in four Tibetan townships in Xun hua autonomous county of Qinghai province as an example,this paper conducts an in-depth study on the construction status and main problems of "village committee and village committee" in ethnic minority areas under the background of rural revitalization on the basis of questionnaire survey and in-depth interview.The research results show that there are still many problems in the team construction of "village and village committees" in Tibetan townships.The age of the team is more inclined to the middle and old people,young people are less;Primary school education level accounted for 66.48%,college or above only accounted for 1.66%;The members of the "two committees of the village" still need to be further improved in political faith,integrity and self-discipline,political responsibility and practical spirit,and the ability to work under pressure.There is great room for improvement in the abilities of team building,planning,organization and coordination,innovation,problem solving and communication,which mainly focus on governing ability.There is still a certain gap between the ideological guidance function,political leadership function,interest expression and comprehensive function of "village and village committees",and the political service consciousness and the requirements for grassroots organizations in the rural revitalization strategy.The main reasons for the relative weakening of the construction of grassroots organizations in ethnic townships are as follows: relatively bad naturalenvironment,low cultural level,strong influence of traditional culture,traditional social capital dominated by blood and kinship,low political awareness and political literacy,and backward system construction.Based on the above analysis,under the background of the implementation of the rural revitalization strategy,the construction of "two village committees" of ethnic townships and towns should optimize the team structure,enhance the political trust of villagers,strengthen the political awareness of party members and cadres,standardize the rules and regulations of villages and strengthen the construction of ethnic politics and culture.
