Research On The Influencing Factors Of Value Realization Of Government Data Production Factors

In recent years,high-quality development has become an important topic of economic growth,especially in the era of digital economy.Using big data strategy to promote data elementalization has become the focus of current attention.In the process of national modernization,data has been classified as production factors for the first time in China in2019,and then it was firstly classified as the fifth factor of production in the Opinions of the CPC Central Committee and the State Council on Constructing a More Perfect Physical Mechanism of Market Allocation of Factors(hereinafter referred to as the Opinions).The emergence of the two "firsts" made data become a hot topic and resources.Taking data as a factor of production can not only accelerate the digital transformation of economic activities,promote the co-construction and sharing of digital economy,but also plays a multiplier role in coordination with other factors of production to improve the value of factors.However,at present,the realization of the value of government data elements is faced with many phenomenon,such as poor application degree,low application awareness,unclear ownership,frequent security problems,which are urgent problems to be solved.Based on this,the paper takes the value of production factors of government data as the research subject,and uses empirical analysis method on the theoretical basis to discuss the factors that affect the realization of the value of production factors of government data,the research aims to solve the prominent contradictions in the process of realization of value and improve the realization value.First of all,based on the concepts of government data,government data value and factors of production,this paper obtains the definition of the value of government data,which is divided into pre-event value,in-event value and after-event value.The research conducted in two aspects: pre-event value and in-event value.Then,based on data assets theory and information property rights theory,author from the general direction grasps the factors that affect the realization of the government data element value.Secondly,by referring to relevant academic literature,five specific influencing factors of this study were combed out,and second-level measurement indexes were deduced.Based on this,a conceptual model of influencing factors was built and research hypotheses were put forward.Thirdly,the questionnaire survey was carried out.The pre-survey was completed by issuing questionnaires in a small scope,and the software test showed that the reliability and validity of the questionnaires were good.Then,large-scale questionnaire distribution was carried out to enter the stage of formal investigation.And descriptive statistical analysis,reliability and validity test,structural equation model analysis and hypothesis test results analysis were completed by using SPSS21.0 and AMOS21.0.The analysis results show that government data supply,enterprise data absorption capacity,government data trading rules,government data trading security and data supply supervision and feedback mechanism have a positive and significant impact on the pre-event value and the in-event value of government data,and the impact degree is different.Finally,according to the results of the study,the countermeasures to realize the value of production factors of government data are put forward respectively from the five influencing factors.
