Study On The Practical Dilemma And Countermeasure Of Community Correction In Grass-roots Judicial Institute

Community correction is a new type of penalty execution and an important measure to enhance the management of community prisoners,which is a special group of people.Its non-custodial nature embodies the humanitarian spirit and humanistic concern.It shows the international trend of punishment enforcement system from strict to lenient.It is of great significance to allocate the resources of penalty execution,reduce the cost pressure of prison penalty execution,prevent some light criminals from intertwined infection in prison,promote the smooth return of light prisoners to society,and maintain social harmony,stability and healthy development.This paper takes the judicial institute of X district X township as the research object,uses research methods as the literature analysis,the case analysis and the field interview and so on to carry on the exploration and the analysis of the grass-roots judicial institute community correction work existence problems.First of all,the concept of community correction and judicial institute is introduced and explained,and the theory of socialization of execution,the theory of community pluralistic governance and the theory of new public service are explained.Secondly,this paper uses methods as case analysis and field interviews to study the present situation of community correction in X district X township judicial offices.And the main problems in the implementation of community correction are found,such as insufficient staffing,limited work funds,the lack of smooth connection between various functional departments,weak social participation,and the distrust of ordinary people in community correction work.At the same time,based on the above problems,the main causes of these problems are analyzed in depth,which are caused by three main reasons: backward cognition of community correction,weak grass-roots strength of community correction,and the importance of relevant departments to be improved.Finally,aiming at the main causes,this paper studies the improvement countermeasures from three aspects: establishing correct cognition,strengthening team building and constructing multiple management subjects.From the practical work,the author finds out the problems and summarizes them,and puts forward the method to solve them.This paper aims to provide more scientific and reasonable suggestions for the development of community correction in China,and strives to further improve the system of community correction in China and promotes the process of rule of law in China.
