| Community correction is the criminals placed in the community,by a special state organs,with the help of social forces,to correct their criminal psychology and behavior abuse of non-imprisonment penalty execution activities,is a mitigation of punishment,execution of socialization.Practice has proved that community correction is not only conducive to community inmates into society,but also can significantly save the cost of imprisonment,to promote social harmony and stability plays an important role.Community correction is different from the imprisonment penalty is an important feature,is the introduction of social organizations to participate in,reflects the diversification of public management of the main direction of development.Among the social organizations involved in community correction,the judicial social work organization is the most professional.How to further standardize and optimize the participation of judicial social work organizations,give full play to their professional help,the unique role of social support is the focus of this study,but also the significance of the study.This study is based on the Xinhang community service center(Xinhang Center).The main research methods include literature research,survey interview and comparative analysis.The study suggests that,based on the theory of public service provision and production,community correction belongs to the category of government public affairs management and is a systematic project,the government should choose suitable social organizations to participate in community correction work.Based on the theory of social support networks,social workers can help those who lack social support to improve their own ability to use social networks.The study summarizes the results achieved by Xinhang Center since its involvement in community corrections.The government and Xinhang Center has formed a certain mode of cooperation,Xinhang Center terminus through its special services to effectively help to transform community prisoners,reduce the rate of recidivism.At the same time,it is pointed out that there are many problems such as the lack of legal norms,the lack of self-development and the unclear position between the government and Xinhang Center.Through the analysis of the cause of the problem,the paper provides the basis for further optimizing the participation mode.On this basis,the paper draws lessons from the advanced experience of the United Kingdom,the United States and Hong Kong,and puts forward some suggestions on how to regulate the participation of judicial social organizations in community correction.On the aspect of legal norms,it is suggested to improve and perfect the legal system of community correction and government purchase service to social organizations.In the aspect of organizational development and cultivation,it is suggested to improve social foundation,reform management system and professionalized market-oriented development.On the operational mechanism,it is proposed to further implement the division of responsibilities between the government and the judicial social work organizations,and gradually establish a competitive mechanism and performance evaluation mechanism for government procurement of services. |
