Research On The Comprehensive Management Of Rural Environmental Governance Of Grass-roots Government

The ecological environment is the foundation for human survival and development,and the sustainable development of the rural environment is closely related to the people’s production and life.During the "14th Five-Year Plan" period,in the face of unprecedented changes in the world and the impact of the new crown pneumonia epidemic,the world economy has been hit hard and its development has been slow,which has brought better challenges to the protection and governance of the rural environment.Rural environmental problems are becoming more and more serious especially in the most basic rural areas,and pollution problems such as water,air,and soil continue to increase.The construction of ecological civilization is a long-term plan for the well-being of the people and the future of the nation.The party and the state attach great importance to the problem of rural environmental pollution,establish and practice the concept that green waters and green mountains are golden mountains and silver mountains,and a series of governance measures have been introduced to increase the impact on rural areas.Environmental governance.From "New Countryside Construction" to "Implementation of Rural Revitalization Strategy",the country has undergone earth-shaking changes,but with the development of industrialization and urbanization,it has caused serious impacts on the environment,especially the rural environment.The thesis takes the practice of rural environmental governance in L Town,Boye County as an example,in order to provide a reference case for the comprehensive governance of rural environment in my country’s grassroots government.First of all,through field visits and investigations to L Town in Boye County,the actual environmental governance of L Town was analyzed,and it was found that L Town’s awareness of environmental subjects in the comprehensive management of the rural environment needs to be improved,the grassroots environmental governance capabilities are insufficient,and the enforcement of illegal acts is strong.Insufficient,governance and supervision accountability is still not in place,and other issues are mainly caused by insufficient environmental protection publicity and education,insufficient financial investment in environmental governance,unclear division of environmental governance responsibilities,regulatory accountability mechanisms to be improved,and relatively single environmental governance entities.Finally,it is pointed out that it is necessary to increase the awareness of environmental protection subject responsibility,increase environmental protection publicity,strengthen grassroots government environmental governance capacity building,improve the distribution of environmental governance responsibilities and rights,improve the long-term comprehensive management mechanism of rural environmental governance,and build a diversified rural environmental governance model.To strengthen the comprehensive management of the rural environment by the grassroots government,continue to promote the construction of new rural areas,and lay a solid foundation for the implementation of the rural revitalization strategy.Through the investigation of the actual situation of rural environmental governance in L town,the paper hopes to provide some reference for the environmental governance of the grassroots government.
