With the change of national macro policy,the demand for improving the ability of social governance at the grass-roots level is getting higher and higher.The state has carried out strict institutional arrangements and top-level design based on the need of"grasping implementation ".At the grass-roots level,service to the countryside,administration to the countryside makes the grass-roots government facing more and more complicated governance tasks,counties,districts and town streets as the most basic implementation of administrative objectives in the system,in order to effectively complete the target task,but also constantly improve governance technology,various governance technologies with the characteristics of "strong incentives" are widely used in grass-roots governance,trying to strengthen governance responsibility,stimulate governance enthusiasm to improve governance performance.Based on the field investigation of the practice of the comprehensive treatment work in W streets,the author finds that there is an obvious "strong incentive" system design in the comprehensive treatment work,including the overall mobilization of the organization mechanism,the pressure of the operation mechanism,and the systematicness of supervision and assessment.However,the "strong incentive" nature of the work system of comprehensive management has not produced more positive governance competition in W streets,nor has it appeared similar to the"governance championship" phenomenon under "strong control and strong incentive"as some researchers say.But presents the governance deviation and the execution softening.At the same time,although the implementation of grass-roots policies appears governance deviation and softening,but as a constraint to control the implementation of grass-roots government work assessment mechanism also appears operational alienation phenomenon.There is activity space in the process of examination and execution,the corresponding evaluation results show the common characteristics of high compliance rate," weak ranking "and so on,and the punishment also appears" virtualization ".Therefore,the comprehensive treatment work with "strong incentive" presents "governance softening" and "assessment softening ",which is summarized as a" strong incentive——soft governance"situation.The logic behind this alienation is the core problem to be solved in this paper.In order to solve this problem,this paper is divided into three parts to explain:1.Strong incentive generation.First of all,it explains how to generate "strong incentive",and analyzes the characteristics of" strong incentive "in the work of comprehensive management from four dimensions:the unique attribute——the political nature,the overall mobilization of the organization,the pressure of the operation mechanism,and the systematic system of the supervision and assessment mechanism.2.governance deviation and assessment alienation.Using the third and fourth chapters,combined with the findings of field observation,this paper introduces the various representations of "governance deviation" from the two dimensions of target softening and execution process softening of the main body of governance,and expounds the characterization of "assessment softening" from two aspects:evaluation and execution link softening and result application softening.3.logical analysis behind strong excitation——soft governance.In the last chapter,the author tries to explain how strong incentives are softened and why the state continues.This paper holds that the ideal situation of "strong excitation——strong governance"is difficult to appear,and the stable situation of "strong excitation——soft governance" has three levels of reasons.The first level is the practical dilemma in grass-roots governance,including task-resource dilemma and branch dilemma.Under the dilemma of "task——resources ",the relationship between incentive intensity and governance efficiency is not linear.The author tries to consider the governance task into the relationship between" incentive intensity——governance efficiency ".The "strong incentive——soft governance" phenomenon faced by grass-roots government is explained.The dilemma of science makes grass-roots work more and more dependent on villages and communities,but can only implement natural"defective" incentives.At the second level,the author analyzes the logic behind the softening of strong motivation.Including:comprehensive management performance measurement difficulties,shared responsibility and incentives lead to "collusion"behavior.At the last level,the author analyzes the long-term logic of "strong excitation——soft governance" phenomenon.On the one hand,although "strong incentive——soft governance" state can not achieve the ideal governance goals,but the grass-roots can still maintain the "basic disk" to complete the task,there is no strong potential to break through the "strong incentive——soft governance"governance model;On the other hand,strong incentive——soft governance can also replace formal governance resources into informal governance resources,which can better meet the governance needs of local society and may be a more adaptive governance model.
