As the administrator of government,grass-roots civil servant is always the bridge connecting the government and the people.With the transformation of government's function and the development of service-oriented government,the public people are raising higher request to grass-roots civil servants.Grass-roots civil servants shoulder more responsibilities and pressure than ever before,and the stress of them is always ignored by the people because of effect in traditional concept such as “read the newspaper over a cup of tea” and “a secure job”.As the direct provider of public services and products,stress of grass-roots civil servant affects the passion and quality during the working process,furthermore,affects the job engagement and performance and development of the organization which is critical to the public management process.Firstly,this paper based on the literature review and theories review,takes the grass-roots civil servants as the object,analyzes the influence of role stress on job engagement,and then base on these proposed the hypotheses.Secondly,this paper using SPSS20.0,LISREL8.70 to analysis data which is from the questionnaire of 250 grass-roots civil servants via correlation analysis,regression analysis and moderate analysis.Then,results come out as follows:(1)Each dimension of role stress(except job overload)has significant negative on dimensions of job engagement,(2)Job characteristic factors of grass-roots civil servants has partly moderate the negative effects from role stress to job engagement.Finally,this paper also give proposes to improve the job engagement of the grass-roots civil servants in the view of job stress and job characteristic factors:(1)identify the role definition,set the job manual(2)make the career reasonably(3)clarify the scope of responsibility,complete the promotion system(4)enhance completion of work,feedback and task autonomy,to ease the negative impact of role stress on the job engagement.This paper not only helps to deepen the understanding of influence mechanism and boundary conditions of the role stress on job engagement.At the same time,the conclusion of this paper is beneficial to strengthening the government to pay more attention on role stress of grass-roots civil servants,in order to reduce the role stress of grass-roots civil servants,and provide a reference to enhance the job engagement.There are still many limitations in this research,for example,the questionnaire design and sample scale,demography variables choice,research cycle,research methods and tools,which all need to improve in the future study.Future research can be carried out from two aspects,one is to increase the sample scale,another is to further reveal the "black box" between job stress and job engagement,which is beneficial to deeply understand the impact mechanism of job stress on the job engagement.
