Research On Government Functions In Economic Transformation Of Resource-based Regions

Resource-based regions benefit from the “resource dividend” and are dominated by the resource industry in the short term,relying on the input of resource elements to make the regional economy flourish rapidly.However,in the long-term development process,many regions inevitably encountered resource exhaustion,ecological damage,and industry Realistic problems such as a single structure and slower economic growth.As China enters the new normal of economic development and the deepening of supply-side structural reforms,resource-based areas,as important areas for the conversion of development kinetic energy,are generally facing difficulties in transition and development.In the process of seeking the transformation path of resource-based areas,the government has irreplaceable functions.Therefore,the research on the government functions in the economic transformation of resource-based areas is of great significance to the optimization of government functions and the smooth transformation of regions.Based on the macro perspective of government functions,this paper uses the relationship between the economic functions and economic development of our government as the starting point of analysis.In the comparison with non-resource areas,we find that the transformation of resource-based areas has many special features,mainly related to the dominant elements Investment transformation,industrial structure transformation,and resource market operation efficiency transformation.Based on the particularity of the transformation of resource-based regions,it cannot be resolved by the spontaneous market forces.Often,the government needs to clarify its responsibilities and obligations,and reasonably use its special status to promote the smooth transition of the economy.Therefore,based on the analysis of the necessity of the transformation of government functions to the transformation of resource-based areas,combined with the cases of successful transformation countries,the paper obtains the positioning of government functions in resource-based areas,that is,the evader of "resource curse",theprofit sharer of the initial distribution of mineral income,and the market participant of capital accumulation.Finally,it puts forward policy suggestions to realize the economic transformation of resource-based regions through the establishment of resource revenue sharing systems,good industrial system planning and layout,formulation of special fiscal and taxation financial policies,strengthening of government service functions,and creating a good business environment.
