Research On The Government Functions In The Development Of All-for-one Tourism In Youxi County

All-for-one tourism is an emerging business format with features of whole space,all industries,full mobilization,unified management,complete process and overall structure,etc.Youxi County has made some achievements in developing the "My Home in the Scenic Area" tourism industry,but there are also some problems.In order to promote the functions of Youxi County Government in the process of developing all-for-one tourism industry,the author conducts field surveys,consults data and conducts interviews and inquiries to learn about the problems existing in giving play to government functions in the all-for-one tourism development process in Youxi County and the series of policies and measures which have already been adopted by the government and analyzes the inappropriate implementation of government functions in the process of promoting the development of the all-for-one tourism in Youxi County.Meanwhile,the author comes up with specific and operative suggestions for the development of all-for-one tourism by referring to the relevant excellent experience of government functions in the development of all-for-one tourism in other provinces.In this regard,this author first summarizes the government functions in the development of all-for-one tourism.The author introduces the general situation of all-for-one tourism development in Youxi County from the perspective of public management and points out that the current Youxi County government has played its role in promoting the integration of tourism and other industries,providing public services,managing tourism industry market and promoting brand,etc in the process of all-for-one tourism development.The author employs the methods of literature research,case analysis,interviews and observations,etc to investigate and analyze the current status of government functions in the all-for-one tourism development in Youxi County and finds out that there are problems of unreasonable tourism planning,insufficient supply of public services,inadequate supervision of the all-for-one tourism market and limited promotion of local tourism brands,etc.The main reasons for the above problems are improper handling of the relationship between government and the market,imperfect systems of market supervision and talent management and ratio imbalance of fiscal capital expenditures,etc.These dilemmas urgently require the government to further change its functions and properly handle the relationship with the market and society.In this regard,after drawing lessons from the beneficial experience of giving play of government functions in typical domestic tourism development cases of Qionghai City in Hainan Province and Tonglu County in Zhejiang Province,etc,the author proposes measures for Youxi County Government to further exert relevant functions to promote the development of tourism in the region,including strengthening overall planning,increasing public service financial investment,perfecting relevant management mechanisms and innovating brand promotion methods,etc.The author focuses on the elaboration of how the government can effectively play its role in the development of all-for-one tourism so as to promote the sustainable development of all-for-one tourism.
