Research On Local Government Functions In Rural Tourism Development Of J County

In the report of the Nineteenth National Congress,the strategy of rural revitalization was upgraded to a national strategy.As a newly rising strategic industry,the rural tourism industry effectively promoted the development in the cause of "agriculture,rural areas,and farmers",which made a positive contribution to promote the level of agricultural modernization,the level of peasants' incomes,and the level of rural development to a new stage.Moreover,it is very beneficial to many aspects,including taking targeted measures in poverty alleviation,narrowing the gap between urban and rural areas,and promoting the integration of industries.In this way,it has become an important breakthrough to vigorously promote the revitalization of rural areas.Currently,the rural tourism industry is in an once-in-a-lifetime period of opportunity.However,its contribution rate to the social and economic development is still far from the expected goal.Many problems are clearly exposed,including the insufficient rural vitality,the infrastructure construction in need of improvement,the overlapped planning,the shallow rural connotation mining,etc;many phenomenon occur frequently,such as the local tourism residents' dissatisfaction,the restricted behaviors of the development enterprises,etc.The existence of these problems is related to the offside,dislocation,and absence of government functions,which hinders the further development of the rural tourism industry.This dissertation takes J County as the research object,which is an extremely unbalanced place in resource endowment as well as the current development situation.In combination with relevant discipline knowledge about the government's functions as well as the tourism development,this thesis applies many research methods,such as data consulting,questionnaire,field investigation,to analyze the current development situation of rural tourism industry in J County,and analyze the insufficient performance as well as its causes of the local government's function in it.On the basis of this,it provides the optimization schemes for the local government's function improvement in J County from two aspects---the macroscopic aspect and the microscopic aspect.This thesis not only pays close attention to the development of the rural tourism industry,but also recognizes on the basis of the era background that the fundamental meaning of the rural tourism development lies in implementing the rural revitalization strategy,emphasizing the active role of local governments in the process of it.In the countermeasures,it not only pays close attention to how to deal with the relationship at the most basic level between the government and the market,but also mentions how to improve the endogenous power of the tourist destination by improving the functions of the local government.Except that,it also pays close attention to how to protect the rights and interests of the residents of the tourist destination atthe multiple levels so as to return to the overall requirements of revitalizing the rural industry and prospering,ecological livability,rural civilization,effective governance,and rich life,finding the optimal way for the rural tourism industry to enter the fast track of rapid development.
