In recent years,with the continuous development of tourism and its gradual development into an indispensable part of the economy,many places have made the development of tourism a top priority.In the process of tourism development,county governments play important roles in macro-control,inspection and supervision,external publicity,establishment and improvement of public facilities system,etc.How can the government better play its role in the development of county tourism and how to straighten out the relationship between the government,market and society so as to further promote the development of tourism has become a problem worth studying.No matter from the geographical location,all resources or natural conditions,Zhengding county's tourism industry has unique development advantages.Zhengding county government has played an irreplaceable positive role in traffic order,toilet revolution,regional resources and market supervision.However,due to the long-term economic structure dominated by primary and secondary industries,the tourism industry in Zhengding county started late and did not develop sufficiently.At the present stage,the tourism industry in Zhengding county is in the stage from the initial stage to the middle stage,which requires the government to better play its functions and further create a good development condition and a healthy development environment.Therefore,taking Zhengding county as the research object has far-reaching significance for standardizing various behaviors of county-level governments in tourism development and enriching tourism development experience.This paper designed a questionnaire for tourists in Zhengding county,an outline of the visit to government departments,and conducted a field trip and visit.Strive to understand the present stage Zhengding county government in a positive role in the development of tourism,and to analyze its several major problems of the government functions:first is in the aspects of structure adjustment of the tourism market of poor,followed by regulatory means too single,the effect not beautiful,then is the tourist information access to a single question,finally is propaganda has not achieve the desired effect.Through the analysis,the author believes that the government has not put its own position,the lack of tourism system,the unsound laws and regulations and the concept of sustainable development are the main reasons for the deviation of its functions.Based on this,this article combines the theory of public goods,the new public management theory,new public service theory forefront of public management theory,and combined with the key areas of the transition of government function,such as "Internet +" "precision" for poverty alleviation,individual character,put forward "clear positioning of government" of Zhengding,straightening out relations with other main body ","perfect laws and regulations","strengthen the propaganda" and" sustainable development concept" aspects of suggestion.In terms of personality,it puts forward normative Suggestions for the behavior of the government in the development of tourism in Zhengding county,and these Suggestions can also provide ideas for the study of tourism in developing counties.Similar counties can adjust the development ideas of tourism according to their own actual conditions and promote the development of tourism.
