| The shantytown is a product of regional spatial differentiation under the rapid economic and social development and unbalanced since China’s reform and opening up.The transformation of shanty towns is to change the poor living environment of some people and realize their living,so that the most basic aspirations of ordinary people can be achieved,and then build a harmoniously developed society.In the 21 st century,the economic development mechanism has become increasingly mature,and people ’s quality of life has been highly valued,which has made the transformation of shanty towns an important issue.Therefore,in the critical period of building a well-off society in an all-round way,the transformation of shanty towns has become an important national project for benefiting the people.To realize the scientific and rationalization of the transformation of shanty towns,how to position the role of local government is very important.As the executor of shantytown reconstruction,local governments use scientific mechanisms to implement transformations,and properly handle some highly contradictory and sensitive issues,which is a direct manifestation of achieving scientific development and emphasizing people-oriented.This paper analyzes the shantytown reconstruction problem of Boxing County Government by combining literature review,case analysis method and field investigation method.It first expounds the relevant research background and significance of the current shantytown renovation,and expounds the research content and methods.Secondly,it expounds the relevant concepts and theories of the shantytown,and provides the foundation for the following.Again,focus on the analysis of the shantytown renovation project in Boxing County,explain the overall situation,and analyze the current status and related effectiveness.On this basis,the problems existing in the role of local government in the shantytown reconstruction project of Boxing County are summarized.On this basis,the problems existing in the role of the shantytown reconstruction process in Boxing County are summarized,including:(1)The collection work is not transparent,and supervision and management are not in place;(2)The implementation of the system lacks in-depth innovation and public project execution is hindered;(3)The compensation for collection is difficult,and the adjustment of conflicts of interest is weak;(4)The funding is not smooth,and social relief is insufficient.Then it analyzes the causes of the problems caused by the government’s role in the shanty towns in Boxing County.Therefore,for a local government like Boxing County,it is necessary to improve its role and better guide the work of the shanty towns,including:(1)actively guiding multiple parties to participate in co-governance to achieve good supervision;(2)reasonable Use the dominant power to protect the interests of residents;(3)scientifically coordinate the interests and conflicts of all parties,improve the compensation mechanism;(4)implement the needs of the masses and provide more complete social relief.On the whole,the local government of Boxing County should accurately grasp the actual problems in the process of shantytown reconstruction,actively carry out shantytown transformation,and promote the development of urbanization in Boxing County. |
